The social housing project in Dong Anh commune, Hanoi city (formerly Uy No commune, Dong Anh district) has begun to receive applications for purchase and hire-purchase. The project belongs to the Calyx Residence residential area, invested by Corporation 319 - Ministry of National Defense.
According to the reporter's records, on the morning of October 28, many people were present very early, some even came from the previous evening to line up in the hope of submitting their documents soon. In previous days, due to the large number of visitors while the investor limited the number of documents received each day, many people had to leave without having time to submit.
To avoid people having to queue overnight, on the morning of October 28, the investor announced the method of receiving documents in a new form.


Speaking with Lao Dong, Lieutenant Colonel Nguyen Van Dung - Deputy Director of the Investment Project Management Board - Branch of Corporation 319 of the Ministry of National Defense - said that the social housing project in Uy No commune (now Dong Anh commune, Hanoi) officially opened by the investor to receive documents from October 21. Up to now, it has been a full week.
He said that because the demand for social housing was so high, many people arrived very early, some even arrived the night before or the whole day before to wait in line to submit their applications.
After a week of receiving the documents, the investor adjusted the organization method to make it more convenient for people. Accordingly, all those who come to submit their application in the morning are given a series of numbers, ensuring that everyone has the opportunity to submit. Based on the issued number, the investor announces the specific working time frame for the day, such as how much in the morning, how much in the afternoon, and the next day in order.
"People with Sequential numbers can take the time to proactively take a half-day break to submit their application, not having to work late or stay up all night like before. We are applying this method to both ensure order and help people reduce hardship" - Mr. Dung said.
He also noted that many people, in order to get priority, asked their elderly parents to line up for them, or authorized others.
In fact, some elderly people have to stay up all night very hard. Therefore, if the person whose name is the dossier is the parent should authorize the children to submit it directly, both in accordance with regulations and to ensure the health of the elderly - he recommended.
Lieutenant Colonel Nguyen Van Dung also warned that recently, there has been a situation where people self-divided numbers, even bought and sold numbers in order, causing many people to lose money. This is unacceptable behavior. Therefore, people who really need to buy social housing should not pay to intermediaries or outside brokers.

In response to the investor's new application, many people expressed their agreement, saying that this option helps avoid having to wait for 2-3 days without submitting the application.
According to Mr. Nguyen Hanh Phuc (residing in Hanoi), the new way of doing things is much more convenient than before, when people no longer have to work all night. "Each person coming is given a number and is notified of the specific date and time to submit the application in order. So, we don't need to take many days off, it saves time and reduces hardship" - Mr. Phuc said.
Sharing the same view, Mr. Xuan Manh (residing in Hanoi) said that the new plan helps people proactively arrange their time, no longer having to worry about keeping a seat. Previously, many people had to stay at the application submitting point for two consecutive nights because they were afraid of losing their turn. With the new approach, he hopes there will be no more scenes of people having to wait up all night like before.
It is known that the project is invested by the Ministry of National Defense's 319 Corporation, built in Dong Anh commune, Hanoi. The total number of apartments is 466, including 419 social housing apartments for sale and 47 apartments for rent. The average selling price of social housing proposed by the investor is 20,617,583 VND/m2.
The time to receive purchasing and leasing registration documents starts from October 21, 2025 to November 25, 2025 (excluding Sunday), in the morning from 9:00 to 11:00 and in the afternoon from 14:30 to 16:00.
