On October 9, speaking with a reporter from Lao Dong Newspaper, Vice Chairman of Nghe An Provincial People's Committee Hoang Phu Hien said that the province has urgently directed to speed up the resettlement progress for households living in the dilapidated Quang Trung apartment complex (in the old Vinh City area, now Thanh Vinh Ward), to ensure the safety of people before the rainy and stormy season.
Quang Trung apartment complex was built in the late 1970s, and has been home to thousands of households for nearly half a century. After a long time of use, the structural systems of many buildings have seriously degraded, many items are cracked, sunken, peeling, leaking every time there is heavy rain. Some buildings have had to be temporarily supported by iron columns, while the corridors, stairs, and electricity and water systems are rotten, posing a high risk of insecurity.

According to statistics, the entire area currently has 22 old apartment buildings, divided into 4 areas (A, B, C and D), of which Area C is considered the most degraded. Although the project to renovate and rebuild Area C has been started for many years, there are still 5 old buildings (C2, C3, C4, C5, C6) with about 380 households that have not been relocated due to problems in site clearance and resettlement arrangement.
For many years, people here have had to live in a situation of " worrying about house collapse", while resettlement items are still under construction. CT3A Building of the project has been built to the 17th floor, CT3B has just completed the tunnel part, and many technical items are still unfinished.
Vice Chairman of the Provincial People's Committee Hoang Phu Hien said that the progress of building houses in Quang Trung apartment building C is too slow, while the lives of people living here are unsafe, especially during the rainy and stormy season.
He requested the Department of Construction to preside over and coordinate with Hanoi Housing Investment and Development Joint Stock Company No. 30 - the project investor - to develop a detailed plan for each week and month, in which CT3A building must be completed and handed over no later than the first quarter of 2026, CT3B building must be completed no later than the fourth quarter of 2026.
At the same time, the Vice Chairman of the Provincial People's Committee assigned the Department of Natural Resources and Environment, the Tax Department and relevant agencies to resolve problems related to land and financial obligations in November 2025 to remove difficulties for investors.
Mr. Hoang Phu Hien also emphasized that investors must increase human resources, equipment, ensure labor safety, fire prevention and fighting and safety of works during the storm season; at the same time, closely coordinate with Thanh Vinh ward and the Provincial Land Fund Development Center to complete the compensation and resettlement plan in accordance with regulations, ensuring the legitimate rights of the people.
The Vice Chairman of Nghe An Provincial People's Committee also assigned the Department of Construction to coordinate with units to plan the renovation and reconstruction of apartment building D2, currently managed by the Provincial People's Committee, to move towards synchronizing the entire Quang Trung apartment complex, gradually building a civilized, safe and modern urban appearance for Vinh City.
