In the afternoon of March 5, Mr. Lai Van Hoan - Vice Chairman of Hung Yen Provincial People's Committee - inspected the progress of site clearance (GPMB) and resettlement to serve the Ninh Binh - Hai Phong expressway project (CT. 08), section passing through Hung Yen province.
According to reports, site clearance work in localities is being actively implemented. In Thuy Anh commune, the remaining area to be cleared is nearly 17,000m2 of 16 households; of which most of the agricultural land area has been planned for compensation, and is waiting for land acquisition notice to be publicly announced and submitted for approval. The area of residential land and perennial crop land has completed inventory and verification of origin.
The Commune People's Committee also proposed to expand the Ha Dong village landfill by about 0.5ha according to the plan and restore the inter-field road to the Dong village landfill (former Duong Phuc commune).
As for Tay Thai Ninh commune, the remaining area for site clearance is about 15,300m2 of 19 households; households have basically completed inventory, and are verifying the origin of land to develop compensation plans. For 2 organizations with a recovered area of more than 48,300m2, specialized agencies are completing plans and inventorying additional technical works.
Kim Thanh village resettlement area has cleared 0.928ha/1.183ha, leaving about 0.255ha of 3 households; the locality has signed a contract with the contractor to deploy construction.
Tra Giang commune, Bich Khe village resettlement area (1.4ha) has completed site clearance and is being organized for construction.
Le Loi commune, Cao Trung village resettlement area (3.02ha) is completing the construction drawing design, expected to organize a construction bidding at the end of March 2026.
Through actual inspection, Vice Chairman of the Provincial People's Committee Lai Van Hoan requested localities to focus on accelerating the site clearance progress according to the plan; soon issue land acquisition notices, determine specific land prices as a basis for preparing and listing compensation and support plans in accordance with regulations. At the same time, urgently deploy the construction of resettlement areas, accelerate infrastructure construction progress, and soon hand over land to households subject to land acquisition to stabilize their lives, creating conditions for site handover to serve the project.
The Vice Chairman of the Provincial People's Committee also assigned the Department of Agriculture and Environment to advise the Provincial People's Committee on the implementation of resettlement land allocation procedures; coordinate to guide localities to complete dossiers and procedures according to regulations. The provincial working group receives recommendations and proposals from communes, and at the same time assigns relevant departments and branches to study and advise on solutions to remove difficulties in the process of implementing procedures related to resettlement areas; propose methods of arranging resettlement to ensure uniformity and synchronization, creating favorable conditions for the implementation of projects in the area.
