On March 4, in an exchange with a reporter from Lao Dong Newspaper, Mr. Bui Nhan Sam - Director of the Department of Education and Training (GDĐT) of Ha Tinh - said that the Department has grasped the case related to 68 teachers who were previously assigned to do duty work at schools in Huong Khe district (old).
According to Mr. Sam, the provincial education sector once planned to solve this problem before the Lunar New Year, but has not yet been able to implement it because it is focusing on implementing the task of arranging and adjusting the school network according to the direction of the Provincial People's Committee.
We have grasped this issue and intend to resolve it before the Lunar New Year, but it has not been implemented because the sector is focusing on preparing to arrange the school network according to the direction of the Provincial People's Committee. In the near future, I will chair meetings with professional departments, schools and People's Committees of communes to listen to opinions from all parties and study solutions," Mr. Sam said.
Also according to the Director of Ha Tinh Department of Education and Training, the resolution faces many difficulties due to the large number of teachers to be transferred, up to 68 people, while it is mid-school, so the arrangement and arrangement need to be carefully calculated.
This issue is relatively difficult because the number of teachers to be transferred is large, and it is still in the school year. It is expected that it will not be possible to solve it until the end of the 2025-2026 school year," Mr. Sam said.
Previously, many teachers reflected that Huong Khe District People's Committee (old) had issued decisions to mobilize teachers to go on duty trips to many schools in the area to balance the teaching staff between educational institutions.
According to regulations issued by the Huong Khe District People's Committee (old), after completing their service period (5 years for males, 3 years for females), teachers will be transferred back to their old working units or arranged to a suitable unit.
By 2025, 68 teachers had completed their term of service according to regulations. However, the transfer back to their previous work units has not yet been implemented.
According to information from the Department of Education and Training of Huong Khe district (old), from April 2025, the department has issued a document proposing the District People's Committee to consider transferring teachers who have expired their obligations from schools in difficult areas back to their former working units according to the district's regulations.
However, Huong Khe District People's Committee (old) said that the temporary resolution has not been implemented due to the process of arranging the organizational structure, adjusting administrative units and preparing to switch to a two-level local government model.
Talking to a reporter of Lao Dong Newspaper, Mr. Phan Thien Dinh - Chairman of Ha Tinh Provincial People's Committee - said that after receiving the reflected information, he assigned the Vice Chairman of the Provincial People's Committee in charge of education to work with the Department of Education and Training to review the entire case.

Talking to a reporter of Lao Dong Newspaper, lawyer Le Dinh Viet - Hanoi Bar Association - said that regarding the transfer of 68 teachers to go on duty according to the district's regulations, after the term expires but not transferred back to the old working unit, the responsibility first of all belongs to the Huong Khe District People's Committee (old).
According to lawyer Viet, currently Huong Khe district (old) has been dissolved, so the Ha Tinh Department of Education and Training and the Ha Tinh Provincial People's Committee are responsible for considering and resolving to ensure the rights of teachers.
Leaving it past the deadline but not transferring it back has affected and disadvantaged the legitimate and legal rights of teachers. This issue needs to be seriously rectified and learned from experience," lawyer Viet stated his opinion.
