Mr. Nguyen Van Toan (name changed) - the person with the land plot in this project - recalled that in 2004, the land "fever" caused many people to race to make real estate projects and hunt to buy land, because every time they bought it, they won.
Even the muddy area right at the entrance to Tuan Chau Tourist Area, the old Ha Long City was licensed to become an urban area, at that time the whole area was sparsely populated.
That is the Don Dien New Urban Residential Area project, Viet Hung commune, Ha Long city, approved by the People's Committee of Quang Ninh province in Decision No. 3631/QD-UB dated October 12, 2004, to convert the land area as a tidal beach and aquaculture pond into a new urban residential area, partly meeting the demand for residential land and tourism business in the area, taking advantage of land funds, creating revenue for the State budget.
Later, due to administrative geographical separation, this project was named Don Dien New Urban Residential Area, Ha Khau Ward, Ha Long City and now Tuan Chau Ward.
The total area of the project is 180,335.0m2, with 227 plots of land.
Project implementation form: Investor - Thong Nhat 508 Joint Stock Company - disburses capital to build the entire infrastructure, the Provincial People's Committee pays in the value of land use rights (calculated in land price after infrastructure investment according to the approved project).
During the real estate "fever", Mr. Toan and many others invested a part of their capital to "squeeze" the space with the hope of being able to transfer the name like in other projects to make a profit.
However, he and many other secondary investors have been stuck since then, with countless petitions to the government, authorities and response documents.
Over the past 20 years, Quang Ninh province and related departments and branches have issued many documents related to the project, but up to now, 227 plots of land still do not have red books to hand over to secondary investors.
Meanwhile, the technical infrastructure in the project, such as: Electricity, water, wastewater treatment... have been completed by the investor for a long time.
According to the investor's representative, the above 227 plots of land have been granted a certificate to the company by the Department of Natural Resources and Environment of Quang Ninh province (now the Department of Agriculture and Environment) since January 21, 2025.
On June 12, 2025, the Department of Construction of Quang Ninh province announced that the above 227 plots of land are eligible for transfer to individuals to build their own houses.
On this basis, the investor has just begun to sign a transfer contract and carry out procedures to issue a book to customers.
However, from now until September 1, 2025, if the procedures to hand over the book to the customer are not completed, the investor must request an extension of the project implementation period, because the project's business period is 20 years, calculated from the date of land allocation (September 1, 2005).
