Hanoi promulgates land price adjustment coefficient for 2026

Hanoi - Land price adjustment coefficient applies to land management agencies; land registration offices; tax authorities and other related organizations and individuals.

Chairman of Hanoi City People's Committee Vu Dai Thang has signed and issued Decision No. 19/2026/QD-UBND dated December 2, 2026 on promulgating the land price adjustment coefficient in Hanoi city.

This decision stipulates the land price adjustment coefficient in Hanoi city according to the provisions of Article 8 of Resolution No. 254/2025/QH15 of the National Assembly.

The subjects of application include agencies with land management functions; land registration offices; tax authorities and other related organizations and individuals.

According to the Decision, the land price adjustment coefficient (K) for land types issued together with Resolution No. 52/2025/NQ-HĐND of the City People's Council is regulated as follows:

- The land price adjustment coefficient (including the coefficient specified in Clause 1, Article 8 of Decree No. 49/2026/ND-CP of the Government) for land types issued together with Resolution No. 52/2025/NQ-HDND of the City People's Council as the basis for calculating compensation when the state recovers land is: K=1.

- The land price adjustment coefficient (including the coefficient specified in Clause 1, Article 8 of Decree No. 49/2026/ND-CP of the Government) for land types issued together with Resolution No. 52/2025/NQ-HDND of the City People's Council as the basis for calculating money, taxes, and fees for cases within the scope of application of Clause 1, Article 159 of the 2024 Land Law is: K=1.

- Land price adjustment coefficients for land types issued together with Resolution No. 52/2025/NQ-HĐND of the City People's Council as a basis for calculating fees for cases of implementing industrial park and cluster investment projects (stipulated in Article 202 of the 2024 Land Law), determining the starting price for land use right auctions, other cases of implementing investment projects without mixed purposes according to construction planning within the scope of application of Clause 1, Article 160 of the 2024 Land Law are:

+ Market fluctuation level adjustment coefficient: K= 1.

+ Adjustment coefficient according to planning: K = 1,x. In which, x is determined based on the land use coefficient of the Project specified in the appendix issued together with this Decision.

+ Adjustment coefficient according to influencing factors: For projects using commercial and service land, investment projects to build new urban areas, auction areas, commercial housing areas near (within a radius of 500m) administrative centers, commercial centers, cultural and sports centers, educational and training institutions; parks, entertainment areas, scenic spots (excluding temples, pagodas, shrines) or projects approved for planning with administrative centers, commercial centers, cultural and sports centers, educational and training institutions; parks, entertainment areas, scenic spots (excluding temples, pagodas, shrines, mausoleums): K= 1.1. For other cases: K = 1.
