The Hanoi People's Committee has just informed about the plan to renovate and rebuild old apartment buildings and collective housing areas in Ngoc Ha ward.
The City People's Committee said that up to now, the People's Committee of Ngoc Ha Ward has approved the Decision assigning the task to the Ngoc Ha Ward Infrastructure - Investment Project Management Board to continue to conduct the quality inspection of old apartment buildings; Organize the establishment of a detailed plan for the area for reconstruction, construction, and renovation of the old Lieu Giai apartment complex (Collctive housing area in Van Phuc - Van Bao - lane 260 Doi Can street, old Lieu Giai ward); Planning the total ground (QHTMB) of apartment groups and individual apartment buildings in Ngoc Ha ward.
For the old apartment building at 19-23 Lieu Giai, the People's Committee of Ba Dinh District (formerly) approved the detailed planning project according to the shortened process (the process of establishing a commercial center) in Decision No. 1590/QD-UBND dated June 24, 2025.
The People's Committee of Ngoc Ha Ward has directed the Management Board of Construction - Infrastructure Investment Projects to review and synthesize the opinions of departments and branches to complete the content of the Plan for renovation and reconstruction of apartment buildings in accordance with regulations.
For the Vietnam Film Documentary Institute (No. 22 Lieu Giai), the City People's Committee has allocated land to Vietnam - Australia Real Estate Investment and Trading Company Limited to invest in renovating and rebuilding the Vietnam Film Documentary Institute - The Bovlevard.
Currently, the investor is completing procedures to request a construction permit according to regulations.

According to the decision of the Hanoi People's Committee at the end of June 2025, about 1,328 m2 of land at 22 Lieu Giai Street was assigned to Viet - Australia Real Estate Company to implement the project to renovate and rebuild the Vietnam Film Documentary Institute - The Boulevard collective housing area.
This land has completed compensation, relocation support, temporary residence and resettlement.
Vietnam - Australia Real Estate Company is responsible for contacting the Department of Agriculture and Environment to complete procedures to receive the handover of boundary markers on the map and in the field; registering land, issuing land use right certificates. At the same time, this investor also needs to contact the Department of Construction for instructions on procedures to receive a construction permit.
Previously, Hanoi approved Vietnam - Australia Real Estate as the investor to implement the project to renovate the Vietnam Film Documentary Institute's collective housing area - The Boulevard since 2018.
The project No. 22 Lieu Giai was approved for reconstruction with 25 upper floors and 3 basements, serving a population of 280 people. The project's function includes housing, public services, offices, and hotels with a construction density of about 63%.
