Regarding this, the Hanoi People's Committee said that in the past time, the city has directed the work of developing a detailed plan (QHCT) to renovate and rebuild old apartment buildings in the area, organized by the People's Committee of Ba Dinh District, including: Giang Vo, Thanh Cong and Ngoc Khanh collective housing areas.
Up to now, 2/3 of the QHCT tasks have been approved by the City People's Committee.
For the tasks and detailed planning projects for the renovation, reconstruction and reconstruction of Thanh Cong and surrounding apartment buildings at a scale of 1/500: The City People's Committee has approved the detailed planning task.
The city has also approved the detailed planning task for the renovation, reconstruction and reconstruction of Ngoc Khanh apartment complex.
For the detailed planning task of the area for renovation, reconstruction, and reconstruction of Giang Vo apartment complex, the Department of Planning and Architecture has issued a document guiding the People's Committee of Giang Vo ward to comply with the direction of the City People's Committee.
Regarding the assignment of the task of implementing the work of establishing administrative procedures, inheriting the previously implemented work of the People's Committee of Ba Dinh District, the People's Committee of Hanoi City agreed with the proposal of the Department of Construction, assigning the People's Committees of wards and communes (after the arrangement) to carry out tasks related to the renovation and reconstruction of old apartment buildings within the administrative boundaries of wards and communes after the arrangement.
According to the administrative boundaries after the arrangement of local government at 2 levels, the above 3 collective housing areas are within the boundaries of Giang Vo ward.
To speed up the progress of establishing and approving the land use right, the City People's Committee assigned the People's Committee of Giang Vo Ward to focus on and urgently complete tasks and projects, submit for appraisal and approval according to the provisions of the Law on Urban and Rural Planning and current guiding documents, as a basis for implementing the next steps, speeding up the progress of the project to renovate and rebuild old apartment buildings according to the plan and projects of the City People's Committee.
Currently, the City People's Committee has issued a project to renovate and rebuild old apartment buildings in the area and 6 plans to implement the project. Accordingly, it is divided into 4 phases, of which phase 1 is prioritized for 10 apartment buildings (including Giang Vo collective housing area).
To speed up the renovation and reconstruction of apartment buildings, the Steering Committee for the renovation and reconstruction of old apartment buildings in the city and the City People's Committee have regularly paid attention to and closely directed; the city's departments have actively guided districts and towns (now communes and wards) in implementation.
Department of Construction - The Standing Agency of the Steering Committee has regularly urged the People's Committees of districts and towns (now the People's Committees of communes and wards) to speed up the implementation progress; the People's Committees of districts and towns before the reorganization of the two-level government have established local Steering Committees and issued plans to implement according to assigned tasks; some District People's Committees have been allocated capital and have been selecting contractors to organize inspections and make plans.
From the end of 2024 to now, to drastically speed up the implementation progress, Vice Chairman of Duong Duc Tuan City People's Committee has directed many meetings to review the tasks and detailed planning projects 1/500 to renovate old apartment buildings in the districts (including Ba Dinh district before the arrangement) and has issued notices, instructions, assigned tasks, and detailed progress.
Regarding the task of preparing, appraising, and approving the detailed 1/500 plan for the renovation and reconstruction of old apartment buildings in the city, the City People's Committee is assigning the People's Committees at the commune level and the Department of Planning and Architecture to implement.
