The project to expand the training facilities of the Vietnam Women's Academy (Gia Lam district, Hanoi) has a total investment capital of about 95.3 billion VND, from the State budget and the Vietnam Women's Academy Career Development Fund, implemented in 3 years (2021-2024).
To implement the project, the Gia Lam District People's Committee issued decisions to reclaim a total area of 35,705 square meters, involving 98 households with agricultural land and public land in Duong Xa and Kieu Ky communes and 12 households leasing land for cultivation.
In Duong Xa commune, there are 19,778.9m2 of land to be recovered for the project, including: 18,045.9m2 of agricultural land of 73 households, 1,733m2 of public land managed by the Commune People's Committee and 9 households leasing land.
In Kieu Ky commune, there are 15,926.1 square meters of land that need to be recovered, including 13,867.6 square meters of agricultural land of 25 households, 2,058.5 square meters of public land managed by the Commune People's Committee and 3 households that lease land.
During the implementation process, households and individuals whose land was recovered and who hired land contractors in Duong Xa and Kieu Ky communes all agreed to receive compensation and support and hand over the land.
As for Ms. Nguyen Thi Duyen's household, which is a land lease contractor in Kieu Ky commune, they do not agree with the compensation rate, support for construction works, trees and crops on the land, and do not hand over the land. Ms. Duyen believes that her family should receive compensation and support at 100% of the unit price for all construction works, trees and crops on the land.
Immediately after receiving the citizen's petition about not agreeing with the compensation and support plan, the People's Committee of Kieu Ky commune coordinated with the Fatherland Front Committee of the commune and the competent authorities of Gia Lam district to collect opinions and have a dialogue with Ms. Nguyen Thi Duyen's family, stating that the request for compensation and support at 100% of the unit price for all works, trees and crops on the land was not a basis for consideration and resolution.
The local authorities have repeatedly mobilized and persuaded Ms. Duyen's family to comply with the land recovery decision, but she still has not received the money or handed over the land as prescribed.
The leader of Gia Lam District People's Committee said that the district has directed the Land Fund Development Center to develop a plan to organize the enforcement of the decision to reclaim land from Ms. Nguyen Thi Duyen's household.
The locality will focus on resolving difficulties and completing site clearance for the project to expand the training facilities of the Vietnam Women's Academy in December 2024.
