The Ministry of Construction has just issued Document No. 14332/BXD-QLN to the Hanoi Department of Construction regarding the implementation of the task of building software for receiving, resolving and managing social housing registration in Hanoi City. Previously, the Hanoi Department of Construction had sent a document to the Ministry of Construction requesting opinions on this matter.
After research, the Ministry of Construction said that currently, the Ministry has deployed an information system to resolve administrative procedures according to a centralized model for all administrative procedures under the Ministry's management scope resolved at the provincial and commune levels from January 1, 2026.
The system provides online public services according to the "one-stop shop" model as directed by the Central Government and the Government, including administrative procedures related to the field of social housing under the jurisdiction of state management agencies in localities.
From July 30, 2026, the Ministry of Construction officially deployed the Information System, database on housing and the real estate market to meet professional requirements according to Decree No. 357/2025/ND-CP, including functions of managing real estate projects that are social housing; managing the list of beneficiaries of social housing policies.
Based on the above current situation, opinions exchanged at the meeting on August 20, 2026, the Ministry of Construction proposed that the Hanoi Department of Construction, in case of deciding to deploy software to receive, resolve and manage social housing registration in the City, study and build software in the direction of managing nghiệp vụ, helping to form local databases; have the ability to connect and synchronize data with the information systems that the Ministry of Construction is deploying; not invest in existing functions on the Ministry's centralized system, avoiding duplication and waste.
The above is the opinion of the Ministry of Construction responding to document No. 17776/SXD-VP dated August 15, 2026 of the Hanoi Department of Construction, requesting the Hanoi Department of Construction to study and implement according to regulations.
