The family of Mr. Tran Ngoc Hung (68 years old, Hong Ha ward) is one of the households subject to site clearance to build Tu Lien bridge across the Red River.
The land his family is living in is the alley 310 Nghi Tam Street, with an area of about 124m2. According to the measurement, the area of land recovered by his family was 100m2.
Mr. Hung said that the local government has held meetings 3 times to collect public opinions on compensation, support and resettlement policies for the Tu Lien bridge project.
"According to the compensation price, the 5m road adjacent to Nghi Tam Street is compensated nearly 110 million VND/m2. As for the 310 Nghi Tam alley, it is 61.2 million VND/m2" - Mr. Hung said and assessed that this compensation level is low compared to the market price.
According to Mr. Hung, 310 Nghi Tam alley is 4m wide, has the ability to make a profit and favorable infrastructure conditions, so he suggested that the city consider compensating for land for households in alley 310 as a type 1 land location, so that people will not be disadvantaged when their land is recovered when implementing the project.

Regarding resettlement, Mr. Hung said that he had come to see the resettlement area in Lien Ha (old Dong Anh district), about 25km from where he lived. In addition, there is also a land plot for resettlement in Soc Son, but most of the people choose to resettle in Lien Ha.
In fact, many households in Hong Ha ward subject to site clearance mainly work in kumquat trees. Living here, they are convenient for caring for and caring for them, but having to move to a new place is also a difficult problem for people working in kumquat trees.
"If any of the people still want to stick with this job, they can accept going 40-50 km/day. Otherwise, we will have to find a new direction, accept giving up the work we have been attached to for decades" - Mr. Hung shared.

Having a house in the frontage of alley 310 Nghi Tam Street, Mr. L.N.H supports the policy of building Tu Lien Bridge to reduce congestion and promote the socio-economic development of the capital. However, he said that the compensation plan proposed is quite low.
"The city needs to carefully calculate compensation and resettlement plans to ensure maximum benefits for households subject to site clearance, ensuring the principle that new housing must be equal to or better than the old housing" - Mr. H said.


Regarding this issue, the Hanoi People's Committee said that the calculation of compensation and support when clearing land is applied according to the provisions of Point e, Clause 1, Article 160 of the 2024 Land Law, which is to determine specific land prices.
The determination of specific land prices must be carried out according to the market principles stipulated in Article 158 of the 2024 Land Law.
Regarding the proposal to consider compensation for land for households in alley 310 Nghi Tam as a type 1 land location, the Hanoi People's Committee said that, based on Decision 71/2025/QD-UBND dated December 20, 2024 of the City People's Committee regulating land price lists, the Nghi Tam Street Land Price List is specified in Sequential No. 15, Appendix No. 11 - Tay Ho District Land Price List (previously).
"The principle of determining the location is implemented according to the provisions of Clause 4, Article 1, of this Decision. The determination of the location of 310 Nghi Tam alley must comply with the above regulations" - Hanoi People's Committee said.

The investment project to build Tu Lien bridge and a two-way road with a length of 5.15 km, total investment of more than 20,000 billion VND.
The starting point of the project connects with Nghi Tam Street (Hong Ha Ward); the end point connects with Truong Sa Street (Dong Anh Commune).
The project started in May 2025 and is expected to be completed in 2027.
