Continuing the 29th session, on December 14, delegates of the 16th Hanoi People's Council pressed the button to approve the Resolution approving the investment policy for the project to invest in the construction of the Red River Landscape Avenue Axis.
The Red River Landscape Avenue Construction Investment Project is a large-scale project of strategic significance, contributing to promoting the development of the capital, the Red River Delta and the whole country.
The implementation location is located along the Red River from Hong Ha bridge to Me So bridge, within the administrative boundaries of 19 communes and wards of Hanoi City. In which, on the right side, Huu Hong passes through 12 wards: O Dien, Thuong Cat, Dong Ngac, Phu Thuong, Hong Ha, Vinh Tuy, Vinh Hung, Linh Nam, Hoang Mai, Thanh Tri, Nam Phu, Hong Van; on the right side, Ta Hong passes through 7 wards: Me Linh, Thien Loc, Vinh Thanh, Dong Anh, Bo De, Long Bien, Bat Trang.
The scale of the project implementation area is about 11,000 hectares, including: Traffic Avenue axis about 80km; landscape and entertainment park about 3,300 hectares; site clearance for urban reconstruction about 2,100 hectares.
Expected to include independent component projects: Component project 1 (the Red River bank), including the left-hand traffic Avenue axis; landscape park, entertainment; site clearance for urban reconstruction.
Component project 2 (right bank of the Red River), including traffic Avenue axes on the right bank; landscape park, entertainment; site clearance for urban reconstruction. This includes the initial independent component sub-project (investment in the construction of Phu Thuong ward public park) to serve the groundbreaking.
Component project 3: Invest in a metro line underground on the right bank of the Red River about 45km.
Component project 4: resettlement urban area is implemented on site (as high-rise apartments) within the investment project scope and can be considered for implementation at land funds counterpart to pay investors (as low-rise housing and high-rise apartments).
The total preliminary investment of the overall project is about 855,000 billion VND; the specific total investment of each component project will continue to be determined in the next steps. Implementation progress, expected to be completed in 2030.
According to reports and opinions, the Red River plays an irreplaceable role in the formation and development of Hanoi - the economic, cultural and political center of the country.
The investment in the construction of the Red River Landscape Avenue Axis aims to complete the transport infrastructure system, promote the development of urban space along both sides of the river, create a modern, sustainable urban appearance, bearing the symbolic mark of the Capital.
The project is assessed to be in line with the major policies of the Party and State, the direction of the Central leaders and resolutions related to the development of Hanoi Capital.
