At the meeting, the Department of Construction reported on the Plan to implement investment and construction of social housing projects in the province in 2025 and the period 2026-2030. Hai Duong strives to complete the investment target for social housing construction assigned by the Prime Minister in Decision No. 444/QD-TTg.
By 2030, there will be 15,900 social housing apartments (of which 619 units will be completed in the 2021-2024 period; 15,281 units will be completed in the 2025-2030 period).
In 2025 alone, Hai Duong strives to invest in the construction of 576 social housing apartments (exceeding the target of 46 apartments); complete investment preparation and start 7 projects to serve as a basis for implementation in 2026 and the following years (2027, 2028).
Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested departments and localities to urgently advise the Provincial People's Committee on the fastest investment policy for each project; coordinate with the Provincial People's Committee Office to advise and report to the Provincial Party Committee Standing Committee to review the projects for timely implementation according to the direction of the Prime Minister.

The Office of the Hai Duong Provincial People's Committee coordinated with the Department of Construction to advise on projects that the Provincial People's Committee has not reviewed and urgently proposed; the project has considered the need to complete the report to the Provincial Party Committee Standing Committee for comments on implementation.
At the same time, Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested departments and branches to be responsible for coordinating to urgently implement the projects. The Provincial Police urgently direct the appraisal and issuance of fire prevention and fighting licenses for projects. In particular, the social housing area in the Tan Phu Hung Residential and Urban Area Project needs to shorten the time to carry out procedures to start construction in March.
Regarding the plan to establish a plan for rural residential areas, housing areas, and new urban areas in 2025 in the province, according to the report of the Department of Construction, the completion of the implementation and approval of detailed plans for the construction of new residential areas according to the 2024 plan of localities is still low (about 17%).
Of the total 82 lists of planning projects approved by the Provincial People's Committee and implementation plans of localities, up to now, localities have approved 16 detailed planning projects; the total planning area is about 134.23 hectares. Of the total of the 16 projects mentioned above, only a number of new residential areas are proposing investment policies and have not yet implemented investment and construction according to the approved plan.
