Hai Phong City People's Committee leased 1,009,632.27m2 in Tien Thanh Commune to Tien Thanh Industrial Park Investment Joint Stock Company (Tien Lang District People's Committee has completed site clearance) to implement the Tien Thanh Industrial Park Infrastructure Investment, Construction and Business Project.
Of which, industrial land is more than 600,000m2, service center land is nearly 66,850m2. The land lease term is until May 27, 2072 in the form of annual rental payments. The method of land allocation is not auctioning land use rights, not bidding to select investors to implement projects using land.
For an area of nearly 342,000m2 of commonly used technical infrastructure land, Tien Thanh Industrial Park Investment Joint Stock Company will construct according to the plan and will not have to pay land rent.
The city also allowed this company to use 36,904.27m2 of land in Tien Thanh commune to invest in the construction of a road connecting Provincial Road 354, Tien Lang district to National Highway 10, Vinh Bao district. After completion, the route will be handed over to the competent authority for management according to regulations.
Along with that, the city allowed the conversion of the purpose of using 895,978.5m2 of rice land in Tien Thanh commune to non-agricultural land to implement the above projects.
Previously, in the report on the socio-economic situation in 2024, the People's Committee of Hai Phong City informed about 5 non-budget projects that were started in 2025. Including the project to invest in the construction and business of infrastructure of Tien Thanh Industrial Park, Tien Lang District, invested by Tien Thanh Industrial Park Investment Joint Stock Company. The project has a scale of 410.46 hectares, of which phase 1 is 150 hectares. The remaining 260 hectares will be implemented after having a basis determined to be in accordance with the land use planning approved by competent authorities. The project has a total investment of more than VND 4,597 billion, of which the investor's contributed capital is more than VND 919 billion, mobilized capital is more than VND 3,677 billion.
