This area includes residential land of 42,099.7 m2; 19,343.7 m2 of commercial and service land; 4,068.5 m2 of educational land (preschool).
For the area of 132,487.3 m2 of land (including: social housing land, green land for playgrounds, land for parking lots, land for technical treatment works, land for green trees for quarantine, and traffic land), Bao Tin Infrastructure Joint Stock Company is responsible for investing, constructing technical infrastructure according to progress and handing it over to competent authorities for common use, management and operation after completing the construction investment according to the Project approved by the City People's Committee. Land use term: 50 years from June 25, 2025 (day of the Decision to recognize the auction results of land use rights). Land allocation method through auction of land use rights.
Previously, in November 2023, the People's Committee of Hai Phong City agreed in principle to handle the site and prepare documents to auction land use rights for 3 land plots for tourism development purposes (according to the Adjustment of the General Planning of Hai Phong City to 2040, with a vision to 2050).
Accordingly, Vung Xec area and Area 203 (road connecting to Vung Xec area) in Do Son, with an area of about 20 hectares; land of the Do Son Center for Rehabilitation - Vocational Disease Treatment and Coconut Village, Old Ward in Van Huong Ward with an area of about 3 hectares and land from Hoa Phuong Hotel to the land of the Center for Conference and Training Trade Union Officials with an area of about 3 hectares.
In May 2025, the People's Committee of Hai Phong City issued a decision on auctioning the right to use land for the reclaimed land in Vung Xec area, Van Huong ward, Do Son district, now Do Son ward, Hai Phong City.
According to the land use rights auction plan for the land use rights auction project in Vung Xec approved by the Hai Phong City People's Committee, the location of the land is determined to be at location 2 Van Hoa Street, from Doan 295 Intersection (area B) through the intersection of Hill 79 slope - The intersection of the parking lot - The intersection of the Duong - Pagotdong intersection to the website. This land is bordered by the East Sea to the East, West and South; and by Van Hoa Company Limited and Van Hoa Street to the North.
The total estimated investment capital of the project is nearly VND 2,198 billion, the value of land use fees and land rental starting price is nearly VND 918 billion. In particular, the specific land price for 42,099.7 m2 of residential land includes 16.840 million VND/m2 with 17,235 m2 of low-rise residential land and 16.691 million VND/m2 for 24,865 m2 of residential land for commercial apartments. The land price of 19,343.7 m2 of commercial and service land with one-time payment for a 50-year lease term is nearly 11 billion VND. With 4,068.5 m2 of educational land (preschool), the annual rental fee is more than 4 million VND/m2.
