Expanding about 1,300 m2 of ferry terminal area
The project to invest, build, renovate and expand Cai Vieng ferry terminal, Dong Bai ferry terminal and auxiliary works was approved by the People's Council of Cat Hai district in Resolution No. 11/NQ-HDND dated June 28, 2024, and the People's Committee of Cat Hai district in Decision 3601/QD-UBND dated October 15, 2024. The Cat Hai District Construction Investment Project Management Board is the investor's representative.
The project has a total investment of more than 98.5 billion VND from the budget of Cat Hai district with a land use area of 13,600 m2 in Phu Long commune and Dong Bai commune (Cat Hai district).

The project includes items to expand the road to and from the ferry, the asphalt concrete road surface is on average 12m wide to suit the ferry terminal with an area of about 1,294 m2; renovate and upgrade the entire surface of the old terminal, make up for crushed stone and layer the old approach road with asphalt concrete. Along with that, the project also dredged and cleared the channel to create favorable conditions for the ferry to dock with a dredging area of about 15,000 m2, a depth of about 1.5 m. Cat Hai District also renovated the waiting room with an area of 325 m2, and built a new toilet with an area of about 140 m2.
Dong Bai ferry terminal will be expanded in a scale of about 61 m, the width of the terminal will change from 6 m to 15 m, the area will be about 640 m; dredging to clear the channel about 10,000 m, the depth will be about 1.5 m. This area will also build a reinforced concrete retaining wall from the expanded road to the retaining wall of the existing ferry terminal, the expansion section is about 46m long. The road up and down the wharf has also been widened to 7m (2 lanes). Cai Vieng ferry terminal will also expand the bow and deck, the width of the terminal will be about 17.6m, about 40m long, and about 700m2 in area.
Striving to complete before the April 30 holiday
After completion, the 2 ferry terminals will increase transportation capacity, limiting congestion at the ferry terminals. Thereby, completing the necessary conditions to serve the travel of people, tourists and the operation facilities of the ferry terminal; ensuring traffic order and safety during transportation. According to the design, these 2 ferry terminals can receive 2 - 3 ferries arriving at the same time instead of 1 ferry as before.

The representative of the Cat Hai District People's Committee said that the project was started in December 2024 and completed in 2025. However, the district is urging items, striving to complete the expansion of 2 ferry terminals before the April 30 and May 1 holidays to welcome tourists.
Previously, to serve the project, the People's Committee of Hai Phong City reclaimed 10,129.41m2 of land from Cat Ba Sun Company Limited in Dong Bai Commune, Cat Hai District (which was leased by the Hai Phong Economic Zone Management Board under Decision No. 2955/QD-BQL dated July 9, 2021). The reclaimed land belongs to the Project of Cargo Port Area, ferry terminal, other wharves, tourism product factory, tourism logistics service area invested by Cat Ba Sun Company Limited in Dong Bai commune. This enterprise has also voluntarily returned the land.
The new Dong Bai ferry terminal has been in operation since March 2024, replacing the Goat ferry terminal. The city also invested in 5 200-ton ferries to welcome visitors to Cat Ba Island from August 2024. However, it only partly solves the congestion at the two ferry terminals, especially during holidays, Tet, and peak summer tourism.
