According to Decision No. 1108/QD-UBND of Hai Phong City People's Committee, the reason the city reclaims public property housing from owners and users of old apartment buildings A7 and A8 Van My is due to the impact of storm No. 3 (Yagi) in 2024 and post-storm circulation. A7 and A8 Van My apartment buildings are tilted and sunk beyond the permitted limit according to national standard TCVN 9381: 2012, no longer meeting the safety conditions for continued use (1.158% lower than the standard of 0.7%).
Previously, on September 27, 2024, the People's Committee of Hai Phong City issued Decision No. 3467/QD-UBND on emergency relocation for owners and users of old apartment buildings A7 and A8 Van My.

Hai Phong City People's Council also issued a Resolution stipulating policies to support emergency relocation with households living in dangerous old apartments. At the same time, support funding to take care of new accommodation for these households if there is no other residential place in the district where there are houses to relocate. In case of support for relocation funding, self -release of new accommodation under the decision of the competent authority, the relocation funding is not allowed to support the relocation funding and the time to enjoy the support of renting the new residential funding is the maximum support period that has eliminated the time supported by the previous decision.
The one-time relocation support level is 5,000,000 VND/household and individual; support for self-arance for new accommodation is 3,000,000 VND/month/household and individual, with a maximum support of 24 months.
The city also approved a policy to support rental rent in public property apartments. Accordingly, people who participated in the resistance war to liberate the nation, protect the Fatherland, perform international duties, people who were awarded or family members who were awarded resistance medals will be supported with 65% of housing rental.
The cases supported with 70% of housing rental fees are war invalids, people enjoying policies such as war invalids, sick soldiers, resistance fighters infected with toxic chemicals with a body injury rate of 21-40%; people who participated in revolutionary, resistance, national defense, and international service and were imprisoned or sold by the enemy; people who were awarded or family members awarded the "Fatherland's Merit" Medal or the Certificate of Merit to the Fatherland" before the August 1945 revolution; people who were awarded or family members awarded the Resistance Medal; relatives of martyrs.

In cases where 80% of the rent for housing for war invalids, people enjoying policies like war invalids, sick soldiers, and resistance fighters infected with toxic chemicals is supported, the rate is from 41-60%. The city supports 90% of housing rental fees for revolutionary activists from January 1, 1945 to the August 1945 uprising; war invalids, people enjoying policies such as war invalids, sick soldiers, and resistance fighters infected with toxic chemicals have a rate of 61 80%.
The case of being completely exempted from house rent is for revolutionary activists before January 1, 1945; Vietnamese Heroic Mothers; Heroes of the People's Armed Forces, Heroes of Labor during the resistance period; war invalids, people enjoying policies such as war invalids, sick soldiers, resistance fighters infected with toxic chemicals with a damage rate of 81% or more; relatives of martyrs receiving monthly allowances for cremation. In case of being supported with 90% or 80% of housing rental if living alone, without any support, they will also be exempted from rental fees.
