The Hai Phong city development project adapting to climate change (component 1) has a scope of impact on households in residential groups: Ha Luan, Dong Mon, Chiem Phuong, Trung My, Trung Ha, Sim Bac, Thang Loi, An Lu, Dong Kinh Trieu, Tay Kinh Trieu, Thuy Ha, Thuy Trieu and Tuy Lac of Hoa Binh ward.
It is expected that in the ward, there will be about 1,003 households and individuals with land belonging to the project boundary, with a total area of about 307,901.4 m2, equivalent to 30.8 ha.
At the conference, households were specifically informed about the policy, implementation procedures and policies for compensation and support when the State recovers land to implement the project.
Thereby, helping people understand the provisions of the law, related rights, obligations and responsibilities; and at the same time creating conditions for households to directly exchange, express opinions, and make recommendations on contents related to the scope of land recovery, regimes, policies of compensation and support...
The Hai Phong City development project to respond to climate change was approved for investment policy by the Prime Minister on June 30, 2025.
The project aims to ensure environmental sustainability, water security and reduce urban flooding, adapt to climate change, upgrade public spaces and improve urban resilience.
The total investment is about 9,857.06 billion VND, of which IBRD loans from the World Bank are 6,550.41 billion VND; domestic counterpart funds are 3,306.65 billion VND. The project has 4 components including: synchronous development of Thuy Nguyen urban infrastructure adapting to climate change; upgrading the Re River environment; reducing urban flooding in the central city; developing systems and capabilities to improve urban areas adapting to climate change.
The implementation of the Project in Hoa Binh ward is an important task, contributing to completing the transport infrastructure system, improving the ability to adapt to climate change and creating motivation to promote socio-economic development of the city and locality.
