The project of connecting Nguyen Luong Bang Street with Tran Nhan Tong Street was approved by the 16th Hai Phong City People's Council at the 6th session on July 20, 2022.
On March 8, 2023, the City People's Committee approved the project in Decision No. 600/QD-UBND with a total investment of 189.312 billion VND. The investment scale of the project is to build a road connecting Nguyen Luong Bang Street with Tran Nhan Tong Street about 1.5 km long; move electricity, transformer stations, complete the construction of urban technical infrastructure works such as drainage systems; lighting systems, trees, and road signs according to current standards.
According to the plan, the project is expected to be completed in 2024. However, in October 2024, at the 19th session, the 16th Hai Phong City People's Council decided to adjust the investment policy of this project in terms of both investment level and implementation time. Accordingly, in addition to 189.312 billion VND from the city budget, the project was supplemented with more than 29 billion VND from the budget of the old Kien An district (total investment is 218.327 billion VND). The implementation period has also been extended to 2025.
According to the report of the Kien An Project Management Board, by November 28, the project had reached about 75-85% of the construction volume. Contractors are continuing to implement the remaining construction work, expected to be completed before December 30, 2025. Ancillary items such as lighting systems, traffic signs and related technical infrastructure are also being deployed synchronously to ensure the route can be put into operation immediately upon completion.
Regarding the cemetery land area, the unit has publicized and solicited opinions on the draft compensation and support plan for 13/13 cases; 4 cases have approved the compensation and support plan; submitted an appraisal of the compensation and support cost for 2 households with residential land.

Speed up progress, complete in December
Recently, through the project progress check, Ms. Bui Thi Tuyet Mai - Party Committee Secretary, Chairman of the Ward People's Council noted that construction units should focus on human resources and machinery to complete all items before December 25, and urgently complete the documents to serve the settlement work. The Ward People's Committee continues to closely coordinate with the investor, the Kien An Project Management Board, to urge contractors to closely follow the progress, promptly remove difficulties, and ensure the project is completed on schedule. The ward police ensure security and order at the construction area, creating favorable conditions for units to deploy work.
Regarding site clearance, the Party Secretary and Chairman of the Ward People's Council requested specialized agencies to focus highly to complete 95% of the site clearance task for phase 2 of the project connecting Nguyen Luong Bang Street and Tran Nhan Tong Street in December. Units comply with regulations on compensation and site clearance policies, continue to propagate and mobilize households to agree to hand over the site. The Economic - Infrastructure and Urban Affairs Department closely follows the city's departments and branches, promptly advises, removes difficulties and obstacles, and ensures that the project is implemented on schedule.
