On November 11, the People's Committee of Hung Yen province announced information about the Social Housing Project for Workers in Hoang Nha village, Lac Dao commune to invite investors to register to participate in the implementation.
Accordingly, the project is being implemented to implement the Government's regulations and instructions on social housing development, including: Decision No. 338/QD-TTg dated April 3, 2023 of the Prime Minister approving the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030"; Decision No. 444/QD-TTg dated February 27, 2025 assigning the target of completing social housing in the period up to 2030; along with relevant directives, resolutions and decrees issued by the National Assembly, the Government and the Ministry of Construction in 2025.
The project has a land use scale of about 4.12 hectares, the expected housing construction floor area is about 66,504.9 m2. The current status of the land is mostly agricultural land, water surface land, irrigation ditches and inland road systems.

The land is located in Hoang Nha village, Lac Dao commune, Hung Yen province. According to the Project to Locally Adjust the General Planning for Construction of Van Lam District (old), Hung Yen Province to 2020, with a vision to 2030, approved by the Provincial People's Committee (old) in Decision No. 2013/QD-UBND dated September 29, 2023, this area is planned as concentrated agricultural land.
The total estimated investment of the project is about 950 billion VND, with an implementation period of 2 years from the date the competent authority approves the investment policy and assigns the investor. Preferential policies and support for investors will be applied according to specific mechanisms and current legal regulations.
The Provincial People's Committee assigned the Department of Construction to be responsible for the content, ensuring the announcement complies with legal regulations. In addition, the Chief of the Provincial People's Committee Office, Directors of relevant departments and branches including: Construction, Finance, Agriculture and Environment, and the Chairman of Lac Dao Commune People's Committee were assigned to organize the implementation and coordinate the implementation of the next steps of the project.
