The Department of Construction of Hung Yen province has just issued guidelines on determining the subjects, conditions and order, procedures for selling, leasing, and leasing social housing invested in construction under projects without using public investment capital and trade union financial resources in the province.
According to the guidance, the subjects eligible to buy, lease-purchase, and rent social housing are implemented according to Article 76 of the Housing Law, including: people with meritorious services to the revolution, relatives of martyrs eligible for housing improvement support; poor and near-poor households in urban areas; low-income people in urban areas; workers and laborers working at enterprises and cooperatives inside and outside industrial parks; officers, professional soldiers, non-commissioned officers of the people's armed forces, police workers, civil servants, workers and national defense officials; cadres, civil servants, and public employees as prescribed; people who have returned official housing as prescribed; households and individuals whose land is recovered and houses are cleared but have not been compensated by the State with houses and residential land; students of universities, colleges, vocational schools, specialized schools and students of public ethnic boarding schools are allowed to rent social housing during their studies.

Regarding housing conditions, applicants must not have housing owned by them in Hung Yen province; in case of having housing, the average area per capita is lower than the minimum housing area of 15 m2 floor/person.
In case of having a house, the shortest distance from the residence to the workplace must be 20 km or more and the distance from the social housing project to the workplace must not exceed 10 km. At the same time, the applicant has never bought or rented social housing, and has not enjoyed housing support policies in any form in the province.
Regarding income conditions, the Department of Construction specifies them according to each group of subjects. For cadres, civil servants, public employees, laborers, armed forces and cases of land acquisition, the average monthly income actually received does not exceed the prescribed thresholds, which are determined in the 12 months immediately preceding the time of confirmation.
The income confirmation is carried out by agencies, units, businesses or commune-level police according to regulations. Poor and near-poor households must be subject to the Government's poverty standards.
The Department of Construction also clearly stated that social housing tenants do not have to meet the conditions on housing and income as prescribed in Clause 2, Article 78 of the Housing Law.
