On June 30, the Provincial People's Committee said that Mr. Le Quang Hung - Vice Chairman of the Provincial People's Committee has just issued a document directing the Department of Finance to preside over and coordinate with relevant sectors, localities, and units to urgently implement Resolution No. 31/2026/NQ-CP dated June 24, 2026 of the Government on specific mechanisms and policies to accelerate the progress of handling and exploiting redundant houses and land after arranging and streamlining the organizational structure and arranging administrative units.
Accordingly, the Vice Chairman of Thanh Hoa Provincial People's Committee requested the Department of Finance to base on legal regulations and the actual situation in the locality to organize the implementation of the resolution, ensuring compliance with regulations. At the same time, the Department of Finance is responsible for advising, proposing, and reporting on contents under the authority of the Provincial People's Committee and the Chairman of the Provincial People's Committee.
Thanh Hoa is a locality with a large volume of redundant houses, land, and offices after the process of arranging administrative units and operating the 2-level local government model. Previously, Thanh Hoa province had arranged 547 communes, wards, and towns into 166 commune-level administrative units, including 147 communes and 19 wards.
In the province, there are still many redundant offices, including vacant and degraded headquarters, causing waste.
According to Resolution No. 31/2026/NQ-CP, specific mechanisms and policies on handling and exploiting redundant houses and land take effect from the date of signing and promulgation on June 24, 2026 and are implemented within 5 years. The Resolution applies to redundant houses and land after arranging the organizational structure and arranging administrative units, including houses and land of units that no longer need to be used before the arrangement time but are still identified as redundant after arrangement.
Also according to the resolution, the Chairman of the Provincial People's Committee has full power to decide on the management and exploitation of surplus houses and land, including some houses and land managed by agencies, organizations, and units under the Central Government but transferred to local management and handling or recovered by local authorities. This must ensure the overall socio-economic benefits of the locality, and at the same time strictly control factors related to national defense, security, and environment.
The implementation of Resolution No. 31 is expected to create more legal basis and flexible mechanisms for Thanh Hoa to accelerate the handling of redundant public offices and land; soon put public assets into use and exploitation effectively, serving the operating needs of the new apparatus and socio-economic development in the locality.
