In July 2025, the Department of Culture, Sports and Tourism (VHTTDL) of Khanh Hoa province reported to the Provincial People's Committee on the results of the inspection and handling of the case related to the proposal to temporarily arrange accommodation for officials at the Cau Da villa relic site - where Bao Dai tower is located, after the incident caused a stir in public opinion.
This is the latest information responded to by the authorities of Khanh Hoa province after Lao Dong published an article "Revoking the document of the use of Bao Dai tower in Nha Trang as a public housing".
Previously, on July 7, 2025, the Provincial Monuments Conservation Center (under the Department of Culture, Sports and Tourism of Khanh Hoa province) issued Official Letter No. 465 to Khanh Ha Investment Joint Stock Company - a unit related to service exploitation in the relic area.
In the document, the Center proposed to temporarily support the arrangement of 2 rooms at Vong Nguyet villa (in Cau Da villa area) as accommodation for a Deputy Director of the Department and a Deputy Director of the Center during the period of job transfer without stable accommodation.
Just 2 days later (July 9), the Center issued Official Letter No. 475 to revoke the previous document with the reason: "after reviewing, it was found that the issuance of the Official Letter was not suitable and not in accordance with regulations".
Immediately after learning about the incident, the Department of Culture, Sports and Tourism requested the Center to check, report and handle responsibilities.
In Report No. 477 dated July 11, the Center explained and accepted responsibility, and at the same time requested to learn from the in-depth experience of issuing inappropriate documents.
According to the Department of Culture, Sports and Tourism, the Center's arbitrary issuance of Official Letter No. 465 is a serious shortcoming when it has not yet asked for the direction of the Department's leaders.
In addition, the proposal to arrange accommodation for officials in areas classified as provincial-level architectural and artistic relics is not in accordance with the authority and is not in accordance with current legal regulations on management and use of relics.
The Department has directed the Center to organize a review and clarify the responsibilities of individuals and groups related to errors in the case, and at the same time requested the Department to send the handling results to report to the Provincial People's Committee.
Previously, the proposal to temporarily arrange public housing in the Bao Dai tower area - a relic associated with the complex of 5 villas including Xuong Rong, Hoa Su, Hoa Giay, Phuong Vy and Cay Bang - has encountered public reaction.
These villas were built in 1923, and were recognized as provincial-level architectural and artistic relics in 1995.
