The Standing Vice Chairman of the People's Committee of Bac Ninh province, Dao Quang Khai, has just signed and issued a Decision to establish a Working Group and a Working Group to review, confirm and use the drawing form "Summary of land use phase 1" currently stored at the Department of Finance to specifically determine the area, location, and boundary for calculating land use fees in the first phase (in 2004) to implement the Phuc Ninh Urban Area project, Bac Ninh city.
Of which, the Working Group consists of 9 members, headed by the Director of the Department of Agriculture and Environment.
According to the reporter's investigation, the Phuc Ninh urban area project was assigned by the People's Committee of Bac Ninh province to Kinh Bac Urban Development Corporation - JSC as the investor to implement since 2003, but up to now, there are still many infrastructure items that are not completed, the land area is still abandoned and wasteful.
It is known that the key legal bottleneck of the Phuc Ninh urban area project is calculating land use fees for the remaining part of the project.
This project is located right in the "golden land" of the center of the southern gateway, next to the two main roads leading to the city, Dau Ma and National Highway 1A.
With a total estimated investment of more than VND 4,200 billion, Phuc Ninh urban area is one of the key projects that Bac Ninh province has expected to form part of the most modern green urban complex of Bac Ninh city.
After many adjustments to the planning, in 2021, Kinh Bac Urban Development Corporation was granted an investment certificate for Phuc Ninh New Urban Area.
Accordingly, the Provincial People's Committee also requires investors to be responsible for implementing the project to ensure progress and relevant legal regulations and are only allowed to implement the project when fully meeting the provisions of current law.
According to the conclusion announced by the Bac Ninh Provincial Inspectorate in 2018, the Phuc Ninh urban area project still has many limitations such as:
The compensation and support for site clearance of the project is too slow and prolonged;
The State management of departments and branches in inspecting and urging Kinh Bac Urban Development Corporation to implement the project is not regular and not determined;
The investor of Kinh Bac Urban Development Joint Stock Corporation has not been active in project implementation; some items of the project are being implemented at a low level;
The work of preparing and storing land records and construction investment of the project is not complete.
