According to the submission, the Olympic Sports Urban Zoning Plan, scale 1/2,000, is within the scope of 12 communes and wards, including: Thanh Liet, Dai Thanh, Ngoc Hoi, Nam Phu, Thuong Tin, Hong Van, Chuong Duong, Thuong Phuc, Binh Minh, Tam Hung, Thanh Oai, Dan Hoa.
The land area is about 16,081 hectares, divided into 4 component subdivisions (A, B, C, D) under the overall Olympic Sports Urban Zoning Plan (Sports urban subdivision south of the central urban area).
Accordingly, the Olympic Sports Urban Zoning Plan - Area A (belonging to Thanh Liet ward and Dai Thanh, Ngoc Hoi, Tam Hung, Thuong Tin, Binh Minh communes) with a planning area of about 3,280 hectares; population of 310,000 people.
This is a new urban development area associated with the TOD (compressed urban) model. The special nature of Area A is to act as a traffic hub connecting and supplementing the Sports Complex located in Area B.
The planning of the Olympic Sports Urban Sub-area B (belonging to Thuong Tin, Tam Hung, Thuong Phuc, Dan Hoa communes) with an area of about 4,560 hectares; population of about 285,000 people.
This is a key area for developing sports urban areas, service urban areas associated with the Sports Complex (with international-class stadiums).
The Olympic Sports Urban Zoning Plan - Area C (Ngoc Hoi, Nam Phu, Hong Van, Chuong Duong, Thuong Phuc, Thuong Tin communes) has an area of about 4,498 hectares, with a population of 280,000 people.
Orient the development of Area C according to the model of a sports city and a service city to connect and support the Sports Complex (international-class stadium).

In the review report, Head of the City People's Council's Culture and Society Committee Nguyen Thanh Binh emphasized that he basically agreed with the policy of approving the urban subdivision planning as a basis for implementing the Investment Project to build the Olympic Sports Urban Area.
According to the assessment, the project has strategic significance in forming a modern urban sports complex with synchronous functions, creating a premise for Hanoi to be able to host major regional and world sports events such as the Asian Games and the Olympic Games.
However, it is necessary to further assess the necessity of planning the Olympic sports urban area here, when the Ministry of Public Security has implemented the stadium project of the PVF youth football training center (with an area of 55,000m2 with 60,000 seats, after completion it will have the largest capacity in Vietnam) belonging to the sports - service complex in Hung Yen province (the new project started on October 19, 2025)...
Previously, the People's Committee of Thuong Tin commune publicly announced the detailed planning project at a scale of 1/500 for the Olympic urban area - Area B to consult with relevant organizations and individuals.
Of which, area B of the project has an area of over 3,118 hectares, allocated over 1,700 hectares of residential land to develop townhouses, 3-4 story villas, and a maximum of 21-storey apartment building (population of over 13,000 people).
Some other items include squares, shopping malls, hotels, hospitals, resorts from mid-range to high-end, serving the accommodation needs of athletes and tourists.
The highlight of Area B is the stadium named "Drum of the River", expected to be built on an area of over 48 hectares, with an expected capacity of 135,000 seats. According to the project's explanation on December 9, the stadium is inspired by the Dong Son bronze drum and Lac bird, expressing Vietnam's aspiration to rise.
