The Department of Agriculture and Environment of Ho Chi Minh City has just issued an official dispatch requesting the Chairmen of the People's Committees of 36 communes and wards in the old Binh Duong province to urgently conduct a specialized inspection of illegal subdivision and sale of land in the area. The results of the report to the department before December 31, 2025.
Previously, Lao Dong Newspaper reported on the case of illegal construction of nearly 50 houses on agricultural land and then selling them to people in Tan Khanh Ward, Ho Chi Minh City (formerly Tan Phuoc Khanh Ward, Tan Uyen City, Binh Duong Province).
The incident involving Mr. Truong Minh Ky (residing in Ho Chi Minh City) reflects the fact that Mr. Le Van Hoang and some people built a house on a plot of land for growing perennial crops No. 87 (large at 5,802 m2) on map sheet No. 16, Tan Khanh ward. This plot of land has been granted a legal land use right certificate to Mr. Ky since 1999.
Mr. Le Van Hoang and some local residents have built nearly 50 houses on the above land and sold them to local residents through the form of a notarized document.

Regarding Mr. Truong Minh Ky's reflection, the Investigation Police Agency of Ho Chi Minh City Police has issued a decision to prosecute the criminal case of "Fraudulent appropriation of property" to investigate and clarify the actions of Le Van Hoang and related people.
According to the reporter's records, in addition to Tan Khanh ward, in some other wards in the old Binh Duong, there was also a situation of illegal subdivision and sale of agricultural land. The agricultural plots of thousands of square meters are divided into lots of 60-80m2, then sold to people to build houses. In some areas, the subjects divide the plots and then organize illegal construction on agricultural land and sell it to people.
