As Lao Dong reported, at the end of 2023, the People's Committee of Ninh Phu commune organized a public auction of land use rights for lot 1 with 5 plots: 4, 10, 25, 32, 41 in Le Cam village (location 2), with an area of 18,000m2 belonging to the 773ha project.
There were 2 bidders: Mr. Vo Cang (Hoi Phu Nam village, Ninh Phu commune, Ninh Hoa town) and Mr. Le Minh Chinh (Hoi Phu Bac 2 village, Ninh Phu commune). After the auction ended, Mr. Cang was the winner.
In early 2024, after the auction results were announced, Ninh Phu commune signed a land lease contract with Mr. Cang after the auction for a period of 5 years. At the same time, Mr. Cang also fully performed his financial obligations to the state.
However, nearly 9 months have passed, and Mr. Vo Cang has not yet received the land he won at auction for aquaculture from the local authorities.
It is known that 5 plots in Le Cam village are aquaculture land belonging to 5% of land managed by Ninh Phu commune.
The matter became complicated because before the auction (late 2020), Ninh Phu commune signed a contract to lease the above 5 plots of land to Mr. Le Minh Chinh for a term of 1 year (the contract ends at the end of 2021).
Although the contract has expired, Mr. Chinh has not returned this land area to the locality.
Mr. Vo Cang was the auction winner but did not receive the land. He contacted Ninh Phu commune authorities many times to claim his rights but was unsuccessful.
