Ninh Binh province's concentrated student dormitory project was approved in 2009, including 4 5-story buildings A, B, C, D and technical infrastructure. Total floor area of more than 66,400m2, expected to meet accommodation for 7,680 students.
The project has an initial total investment of more than 835 billion VND, using government bond capital. The project was built in Ninh Nhat commune, Ninh Binh city, formerly, now Hoa Lu ward, Ninh Binh province.
In the period 2009 - 2013, the project basically completed ground leveling, building the rough construction of 4 buildings and some infrastructure items. The total capital allocated and disbursed is 390 billion VND.
However, due to the no longer having government bond capital, while the demand for training and accommodation for students has decreased, the project has been interrupted for a long time from 2013 to now.
In 2013, the old Ninh Binh Provincial People's Committee separated the project into 3 separate projects, including a student dormitory area, a social housing area and an infrastructure project for the residential area north of the dormitory area. The projects have not yet been completely implemented.
By 2025, the province decided to stop old projects to determine the current status, determine the volume already implemented and finalize investment capital. At the same time, the locality approved the policy of 2 new projects.
Accordingly, the phase 2 dormitory project initially completed 2 buildings A and D, with a total investment of 198 billion VND. The official housing project is expected to complete 2 buildings B and C, with a total investment of more than 210.7 billion VND.
In the process of preparing feasibility study reports, the total capital of the two projects increased sharply due to fluctuations in material prices, policy changes, inaccurate unit price determination and the need to add items such as wastewater treatment, transformer stations, network equipment, elevators...
For the dormitory project, it increased from 198 billion VND to 340 billion VND. The public housing project increased from more than 210.7 billion VND to more than 400.1 billion VND. The total capital allocated to the two projects is 1.265 billion VND, of which 265 million VND has been disbursed to advance to consulting units.
According to Ninh Binh Provincial People's Committee, the demand for dormitory accommodation for students in Hoa Lu ward and surrounding areas in 2026 is about 2,120 people, and by 2030 it may increase to 3,610 people.
Meanwhile, 4 blocks A, B, C, D have 960 closed rooms, with a capacity of about 3,760 people if arranged with 4 people per room. This scale is assessed to be suitable for the needs.
Regarding public housing, the Provincial People's Committee believes that the demand is still there, but social housing and rental housing projects are being implemented. Ninh Binh province's guesthouse project is expected to be completed in the fourth quarter of 2026, which may serve housing for cadres under the management of the Central Government and the Provincial Party Committee Standing Committee transferred to localities.
From the above reality, the Provincial People's Committee proposed to stop the policy of the Ninh Binh provincial public housing project.
At the same time, the province proposed to adjust the phase 2 dormitory project in the direction of completing all 4 5-story building blocks A, B, C, D, adding items to put the project into operation.
After adjustment, the project is expected to have a total investment of 680 billion VND from the provincial budget, implemented in the period 2025 - 2028.
The Provincial People's Committee assessed that the obstacles have lasted for many years. The new plan aims to avoid spreading investment, limit the waste of public assets and soon put the built items into use.
