Cleaning up land data, many landlords with disputes have not cooperated to provide documents

Hanoi is determined to "reach the finish line" in the Land Data Cleaning Campaign, but the implementation in practice has encountered some difficulties and problems.

The 9-day campaign "enriching and cleaning the national land database" is a general review and standardization of land data nationwide, taking place over 90 days from September to November 2025. The goal is to ensure "correct - complete - clean - live" land information, synchronously connecting with the population database, helping to manage transparently and serve people better.

In Hanoi, this campaign is being urgently deployed to "reach the finish line". Since the end of September 2025, Chuyen My commune has issued many important directives on implementing a plan to enrich and clean up land data throughout the area.

On October 15, the People's Committee of the commune held a conference to deploy the campaign, clearly assigning responsibilities to each member and each professional department. Chuyen My commune maintains weekly board meetings to review progress and remove obstacles.

Strengthen propaganda on the media system, in village meetings, to mobilize people to provide records and documents to serve land data editing.

To date, the entire Chuyen My commune has collected 8,735/10,016 records, reaching 87.21% of 35/35 villages.

According to Head of the Economic Department of Chuyen My Commune, Nguyen Ngoc Anh, during the implementation process, the commune faced many difficulties, especially in collecting and standardizing land records.

Some old records are lost, blurred, torn or lack information, causing many obstacles to digitalization. A part of the people have not yet cooperated to provide documents, especially in cases where land is in dispute or the owner goes to work far away, buying and selling through many owners.

The awareness of the Campaign to enrich and clean land databases in some villages and residential areas is not uniform, leading to the progress of updating documents at times not meeting requirements.

Faced with that reality, the People's Committee of the commune has included the content of the campaign in the year-end emulation criteria of the villages, and at the same time required each unit and working group to take specific responsibility for the progress and quality of the dossier.

The communication system, village meetings and organizations are mobilized to increase propaganda and clearly explain the significance of enriching land data, which is both a requirement for state management and a direct benefit of the people.

Mr. Vu Van Huu - Vice Chairman of Chuyen My Commune People's Committee said that the commune has gradually completed, updated and standardized the land database, cross-reviewed paper records and digital data, ensuring consistency and absolute accuracy. The collected documents are stored, entered into data and handed over to the Hanoi Land Registration Office - Phu Xuyen Branch for synchronization with the VILIS software system.

The commune aims to complete 100% of data for land plots that have been granted land use right certificates before November 25, 2025. Enriching and cleaning land data not only helps improve management efficiency, reduce errors and duplication, but also ensures publicity and transparency.
