The Land Acquisition Enforcement Board under Decision No. 2595/QD-UBND dated April 2, 2025 of the Chairman of Thuy Nguyen City People's Committee will dialogue to mobilize households and individuals to comply with the handover of land to implement the VSIP Hai Phong Urban, Industrial and Service Area Construction Investment Project in the wards of An Lu, Thuy Ha, Lap Le.
According to the report of Thuy Nguyen City People's Committee, in the process of implementing compensation and site clearance for the project, Thuy Nguyen City People's Committee has taken steps in accordance with the correct procedures; dialogue and mobilize households to comply with the handover of the site.
However, up to now, 2 households in Lap Le ward, 4 households in An Lu ward, 41 households in Thuy Ha ward have not complied and handed over the site to implement the project.
At the dialogue, representatives of households expressed their agreement with the state's land acquisition policy and continued to have opinions and recommendations on compensation unit prices, resettlement support, etc. In the spirit of publicity and democracy, the city leaders directly explained and responded to the recommendations of households on the basis of comparing them with the provisions of law.
Concluding the dialogue, Mr. Nguyen Van Vien, Vice Chairman of Thuy Nguyen City People's Committee, said: The VSIP Hai Phong Urban, Industrial and Service Area Construction Investment Project is a key project, implementing the socio-economic development tasks of Hai Phong. The application of unit prices, compensation and support plans, and resettlement consideration are all implemented in accordance with the provisions of law and the decision of the Hai Phong City People's Committee.
The leader of Thuy Nguyen City also said that this is the last dialogue before implementing the compulsory land recovery according to regulations. Therefore, it is recommended that the People's Committees of wards, departments, branches and organizations involved continue to propagate and mobilize, as well as hope that households will agree on the compensation and support plan; voluntarily hand over the site no later than April 15.
After this dialogue, localities coordinated with the Department of Natural Resources and Environment to publicize cases that must comply with the handover of land for project implementation through the local loudspeaker system. At the same time, they will post relevant legal information and knowledge at the headquarters and workplace for the people to grasp.
The Department of Natural Resources and Environment submitted a compulsory plan, asked for opinions from the city's departments and branches, completed the dossier and reported to the Hai Phong City Party Committee. For cases where households and individuals still do not hand over the land within the prescribed time limit, it is expected that land will be forcibly reclaimed in April 2025.
