In December 2025, the People's Committee of Khanh Hoa province issued a decision approving the investment policy and at the same time approving the investor to implement the Ninh Diem 1 Industrial Park Infrastructure Investment, Construction and Business Project, in Van Phong Economic Zone.
According to the decision, Ninh Khanh Land Development Joint Stock Company is the selected investor to implement the project.
Ninh Diem 1 Industrial Park is oriented to develop according to the ecological industrial park model, with a synchronous and modern technical infrastructure system, meeting current Government standards and regulations on industrial park development.
The project has a land use scale of about 241.5 hectares, deployed in Dong Ninh Hoa ward and Bac Ninh Hoa commune. The total investment capital is more than VND 2,834.7 billion, of which the investor's contributed capital is VND 450 billion, the rest is mobilized from other legal sources.
The project's operation period is 70 years, calculated from the date the State allocates land, leases land or permits change of land use purpose according to regulations.
According to the plan, the project implementation progress is not more than 36 months from the time the investor is allocated land or leased land.
The Khanh Hoa Provincial Economic Zone and Industrial Zone Management Board is assigned to closely monitor and supervise the implementation process, especially the adequate contribution of equity as committed by the investor; ensure full compliance with the provisions of the law on land, investment and real estate business.
The decision of the Khanh Hoa Provincial People's Committee also clearly states the accompanying conditions when implementing the project, including the requirement not to build works on military control markers, and to properly implement traffic planning approved by competent authorities.
Notably, the project must reserve at least 2 hectares of land to build a working headquarters for the police force, serving the work of ensuring security and order, fire prevention, fire fighting and rescue in industrial parks.
