As reported by Lao Dong Newspaper recently, people in districts and wards of Hanoi are expressing their frustration at the request of the authorities to submit photocopy of the land use right certificate (red book).
This requirement is aimed at cleaning and standardizing the city's land database. However, manual declaration and submission of photos makes many people feel inconvenienced and inconvenienced.
Accordingly, Dong Da Ward People's Committee is requiring people to declare and submit photocopy of the land use right certificate to clean up and standardize the land database. This requirement applies to all cases, including those who already have red books, have not been issued, are lost or are mortgaged to banks. Dong Da ward also warned that people who do not cooperate will have to take responsibility for their rights and interests in the future.
Talking to reporters, Lawyer Nguyen Van Dinh (Hanoi Bar Association) said that this review was conducted to digitize land data in the area, especially after merging wards. The Hanoi People's Committee has issued an official dispatch to implement a campaign to enrich and clean up the national land database, with a plan to complete before September 2025. Wards and communes are assigned the task of collecting information and completing this before November 15, 2025.
Sharing his views Lawyer Nguyen Van Dinh said that the application of information technology in handling administrative procedures by state agencies still has many limitations. The reason comes from the quality of the technology system and the operational capability of the enforcement officers.

Lawyer Dinh analyzed that the management of cadastral records has gone through many periods, with changes in legal regulations, and mergers of administrative units, causing records to change their storage location, even getting lost. Therefore, he said that people also need to sympathize and cooperate to provide information and support state agencies in cleaning up data. He saw this as a "one-time savings for long-term convenience" move because documents after digitization will be managed and searched more easily in the electronic environment.
However, Lawyer Dinh also emphasized that information collection needs to be done flexibly to avoid causing trouble.
He said: "requiring people to provide photocopy of the certificate and go to the state agency to manually declare it is unnecessary and takes the time of not only the people but also the officials and civil servants".
Instead, he proposed using information technology applications such as VNeID or iHanoi for people to send photos of their red books. He affirmed that the photo photo is also not legally valid, just a clue for officials to look up original data, so the photo sent via the application also achieved the same goal.
Finally, Lawyer Dinh emphasized that cleaning and standardizing land data is the responsibility of competent authorities to serve their management needs. People should only be considered "partners" supporting information provision, not the ones with primary responsibility. He also emphasized the role of policy communication so that people clearly understand the purpose of this, thereby they will cooperate more actively.
