Pursuant to Article 13 of the Regulations issued with Resolution 06/2025/NQ-HDND of Ninh Binh province, the fees for appraisal of dossiers for granting land use right certificates in Ninh Binh province from July 30, 2025 are as follows:

Subjects of fee payment: organizations, households, and individuals using land according to regulations who have a need and have their dossier assessed by competent State agencies to issue Certificates of land use rights, house ownership rights and assets attached to land (including initial issuance, new issuance, re-issuance, re-issuance of Certificates and certification of changes to the issued Certificate).
2. No fees for appraisal of documents for granting Certificates of land use rights, house ownership rights and other assets attached to land shall be applied to the following cases: Poor households, the elderly, people with disabilities, people with revolutionary contributions, ethnic minorities in communes with particularly difficult socio-economic conditions.

4. Management and use: The amount of fees collected is left at 90% for the fee collection organization, 10% is paid to the State budget.
5. Organize fee collection: Department of Agriculture and Environment, Land Registration Office, Branch of Land Registration Office, People's Committee at the commune level.
