According to the latest report from the Nghe An Department of Construction, the North-South high-speed railway line is 85.5km long through Nghe An province, passing through about 38 residential clusters with a total of 2,150 households affected. Of which, 1,942 households will be resettled. The province plans to build 30 resettlement areas with a total area of over 102 hectares, with a budget of about 1,450 billion VND to meet the new housing needs of the people.
The three priority locations for early implementation include: Hoang Mai ward (8ha, 200 households, cost of 100 billion VND), Tan Chau commune (1.5ha, 30 households, 18 billion VND) and Hung Nguyen Nam commune (5ha, 145 households, 60 billion VND). These locations are assessed to have clean land funds, convenient infrastructure connection and few problems with site clearance.
The Department of Construction also recommended that the Provincial People's Committee allow localities to proactively clear land and build resettlement infrastructure first, then adjust land use planning and related planning. At the same time, the province needs to soon arrange capital or request support from the Central Government to ensure project progress and stabilize people's lives.
Nghe An is also taking advantage of opportunities from the high-speed railway project to restructure the urban area. The area around Vinh Station - an important stop of the railway line - will be planned for development according to the TOD urban model (urban development associated with public transport units), with an area of about 44 hectares. This will be a service - trade - logistics center directly connecting the North - South Expressway, National Highway 1, National Highway 46B and main routes, expected to become a driving force for economic development in the central region of the province in the future.
The project route is still being reviewed and adjusted to minimize the impact on residents. The work of planning for surrounding areas and land use planning is being updated in sync with the socio-economic development orientations of Nghe An.
