Hong Ha Ward People's Committee (Hanoi) has just issued Regulations on the lottery for resettlement for households and individuals whose land is recovered to serve compensation, support, and resettlement to implement the Tran Hung Dao bridge construction investment project in Hong Ha ward.
The resettlement land fund for the Tran Hung Dao bridge construction investment project in Hong Ha ward was approved by the City People's Committee for resettlement with land in the land auction areas of Van Ha commune, Dong Anh district (formerly arranged), now Thu Lam commune, Hanoi city according to Document No. 1295/UBND-ĐT dated April 8, 2025.
The total number of resettlement land plots is 474 plots.
Hong Ha Ward People's Committee said that the organization of the lottery for resettlement land locations is organized and implemented according to each phase of compensation, support, and resettlement plans. The lottery process for resettlement land allocation is carried out in accordance with regulations and this Regulation ensures the principle: objectivity, democracy, publicity, transparency and fairness. The lottery results are shown in the compensation, support, and resettlement plans and are publicly available for people to know, check and supervise.
The person participating in the lottery is the person named (or authorized representative of the people named according to regulations) in the Draft plan for compensation, support, and resettlement that has been appraised by the Ward Compensation, Support, and Resettlement Council as meeting the conditions for considering land allocation for resettlement according to regulations (with a matching CCCD); in case of lottery replacement, there must be a legal authorization according to regulations.
Regarding priority subjects for resettlement arrangement locations, priority locations favorable for households and individuals using residential land combined with service business, people whose land is recovered who are people with meritorious services to the revolution (according to the provisions of Clause 7, Article 111 of the 2024 Land Law).
In case households and individuals compensated with residential land and resettlement land are notified of the lottery for resettlement land but do not participate in the lottery or are absent without reason, the government will make a record and appoint someone to take the lottery instead (representative of the Vietnam Fatherland Front Committee of Hong Ha ward).
Only hand over the resettlement land area on the ground after households and individuals allocated land have fully paid the resettlement land use fee according to the Approval Decision of Hong Ha Ward People's Committee and have completed other related financial obligations (if any) in the process of implementing compensation, support, and resettlement to implement the project.
Hong Ha Ward People's Committee clearly stated that households and individuals whose land is recovered must sign a commitment not to have any other houses or land in Hong Ha ward and must be responsible before the law for their commitments.
In case households and individuals have participated in the lottery to allocate resettlement land, but after appraisal, the Ward Compensation, Support and Resettlement Council determines that they are not eligible for compensation in residential land, are not allocated resettlement land, or determines that there is still residential land or other houses in Hong Ha ward, the lottery results of that household or individual will be cancelled and no longer valid.
The Ward Compensation, Support and Resettlement Council shall specifically notify the reasons for canceling the lottery results for households and individuals who do not meet the conditions for allocating resettlement land.
