The Department of Agriculture and Environment of Ho Chi Minh City has just consulted on the Draft Resolution of the City People's Council regulating the land price list for the first time applied from January 1, 2026.
For the agricultural land price list, it is divided into 4 areas and three locations: location 1 is a plot of land adjacent to the roadside (within 200 m), location 2 is a plot of land 200-400 m from the roadside, location 3 is the remaining locations.
The highest price list for perennial land in area 1 is 1,440,000 VND/m2 (location 1), 1,150,000 VND/m2 (location 2), 920,000 VND/m2 (location 3).
The price of land for perennial crops in area 2 for 3 locations is 1,200,000 VND/m2, 960,000 VND/m2, 770,000 VND/m2. Land for growing perennial crops in area 3 is 840,000 VND/m2, 670,000 VND/m2, 540,000 VND/m2 respectively. In area 4, the prices are 580,000 VND/m2, 460,000 VND/m2, 370,000 VND/m2 respectively.
Land price list for land for growing annual crops (including rice fields and other annual crops) is as follows:
Area 1 has prices for 3 locations: VND 1,200,000/m2, VND 960,000/m2, VND 770,000/m2; Area 2 has prices for 3 locations: VND 1,000,000/m2, VND 800,000/m2, VND 640,000/m2; Area 3 has prices for 3 locations: VND 700,000/m2, VND 560,000/m2, VND 450,000/m2; Area 4 has prices for 3 locations: VND 480,000/m2, VND 380,000/m2, VND 300,000/m2.
Thus, compared to the land price list according to Decision 79, the price of land for perennial crops is expected to have the strongest adjustment in Area 1 with an increase of about 73-78%; Area 2 increased by 54% and Area 3 increased slightly, fluctuating around 11-12%. For land for annual crops, area 1 recorded an increase of nearly 85%, area 2 increased by 60% at all three survey locations and area 3 increased more modestly, about 16.7%.
The adjusted agricultural land price list will help reduce the difference in land use conversion fees for households and individuals converting land use to residential land. When changing the purpose of land use for households and individuals, they must pay land use fees based on the difference between residential land prices and agricultural land prices.
This amount is calculated by the formula: Land use fee payable = (Residential land price - Agricultural land price) x Land area for changing purpose.
This adjustment is expected to closely reflect market prices and reduce the financial burden for people when converting land use purposes, while limiting the huge difference between agricultural land prices and residential land.
Meanwhile, for land prices, in the Ho Chi Minh City area (previously), land prices on some central routes in the draft remained almost unchanged according to the adjusted land price list for 2025 (according to Decision 79) and were only 60% compared to the survey prices of consulting units.
For example, Dong Khoi and Nguyen Hue streets are currently priced at 687.2 million VND/m2, the survey price of the consulting unit is 954.3 million VND/m2 and the draft price (applicable from January 1, 2026) is still 687.2 million VND/m2. However, the draft price list is also expected to be adjusted at some central routes.
In area 2 (formerly Binh Duong province), the land price list in Decision 63/2024 has updated some routes in the new residential area near the market, while most of the routes have been adjusted. However, the price adjustment level still has a significant difference compared to the local transaction price.
As for area 3 (formerly Ba Ria - Vung Tau province), the price list in Decision No. 26/2024 and Decision No. 65/2025 also has coefficient adjustments.
The draft land price list is being consulted for the first time by the Department of Agriculture and Environment, expected to be applied from January 1, 2026. The new land price list will be the basis for calculating land use fees, land rents, land use taxes, transfer income tax, related fees and starting prices for land use rights auctions, directly affecting sales transactions, especially for state-owned housing.
