As of 8:00 a.m. on December 1, 2025, according to an update from Vietnam Electricity Group, Hoa Binh Lake recorded upstream water levels at elevation of 116.7m; water flow to the lake reached 1,550m3/s; total discharge was 1,543m3/s.
Implementing the inter-reservoir operation process in the Red River basin, Hoa Binh Hydropower Plant closed the bottom spillway at 9:00 p.m. on November 24, 2025. After closing the spillway, the water flow downstream decreased rapidly.
At Tuyen Quang Lake, by 7:00 a.m. on December 1, the upstream water level reached 118.99 m; the water flow to the lake reached 190 m3/s; the total discharge was 185.94 m3/s.

As of 8:00 a.m. on December 1, Son La Lake recorded upstream water levels at 214.9 m; water flow to the lake was 1,272 m3/s; total discharge was 1,828 m3/s. Currently, the unit has closed all bottom spillways, only maintaining power generation through generators to regulate the flow downstream.
A similar situation occurred in Lai Chau Lake, where the upstream water level reached 294.29m; the water flow to the lake reached 819m3/s; the total discharge was 1,024m3/s. Currently, Lai Chau Hydropower Plant has also closed all spillways and surface spillways, only operating power generation through generators.
At Thac Ba Lake, as of 9:00 a.m. on December 1, the upstream water level reached 57.84 m; the water flow to the lake reached 162 m3/s; the total discharge was 271.77 m3/s. Currently, Thac Ba Hydropower Plant also maintains the closure of all spillways and surface spillways.
Up to this point, all large hydroelectric reservoirs in the North have simultaneously closed to release water, showing that the water source situation has stabilized, creating conditions to ensure safety downstream and maintain stable power production.
National Center for Hydro-Meteorological Forecasting, today, December 1, the Northern and North Central regions will have no rain at night, fog in some places in the early morning; sunny during the day. Cold at night and morning, some places are very cold. High mountainous areas should be on guard against the possibility of frost and ice.
The Southern region will have sunny days, showers and thunderstorms in some places in the late afternoon and night.
Meanwhile, storm No. 15 continues to gradually advance in the mainland area of Gia Lai - Dak Lak.
It is forecasted that by 7:00 p.m. tonight, the center of the storm will be at about 14.1 degrees North latitude - 111.3 degrees East longitude, in the northwest sea of the Central East Sea, about 240km east of the east coast of Gia Lai - Dak Lak province.
The storm is moving in a West-Southwest direction at a speed of about 5 km/h. The strongest wind near the center of the abxo is level 8, gusting to level 11. Natural disaster risk level: level 3 for the northwestern sea area of the Central East Sea. The storm is forecast to gradually weaken before making landfall in Vietnam.
Due to the influence of the storm, the northwestern sea area of the Central East Sea will have strong winds of level 7; the area near the storm's center will have strong winds of level 8-9, gusts of level2; Waves 2.0-4.0m high, the area near the storm's center will have 4.0-6.0m; the sea will be very rough.
Ship operating in the above-mentioned dangerous areas are likely to be affected by thunderstorms, whirlwinds, strong winds, and large waves.
