The Government Office issued Notice No. 339/TB-VPCP dated July 1, 2025, concluding the Prime Minister Pham Minh Chinh's conclusion at the National Conference summarizing the national target program on new rural construction, the national target program on sustainable poverty reduction and the movement "The whole country joins hands to build new rural areas", the movement "For the poor - No one is left behind" for the period 2021-2025.
The program on building new rural areas and sustainable poverty reduction has contributed to restructuring and developing the country's economy in a rapid and sustainable manner; infrastructure, rural appearance, material and spiritual life of rural people have been comprehensively improved.
Vietnam has become a world model in implementing Millennium Development Goals, including poverty reduction and rural development.
The Prime Minister affirmed that our country is entering a period of development in a new era, an era of strong, civilized and prosperous development of the nation.
It is necessary to continue implementing emulation programs and movements, perseverance and perseverance to achieve the goal of building "eco-agriculture, modern countryside, civilized farmers" and "comprehensive, inclusive and sustainable poverty reduction".

To achieve the set goals, the entire political system needs to focus on implementing "4 steps of acceleration":
First, promote institutional improvement so that farmers are the center, the subject, agriculture is the driving force, rural areas are the foundation of development; implement poverty reduction in both rural and urban areas, especially in remote areas, ethnic minority and mountainous areas.
Second, promote the development of strategic infrastructure for agriculture, farmers, and rural areas (including transportation, irrigation, energy, healthcare, culture, education, sports, digital infrastructure, etc.) in a green and sustainable direction.
Third, promote the construction and development of human factors, especially farmers, in accordance with the development requirements of the new period, a 2-level local government model, implementing a "four- pillar ministry" according to 4 Resolutions of the Politburo.
Fourth, promote the diversification of agricultural products and OCOP products to meet the needs, requirements, and consumption trends of domestic and international markets; diversify supply chains and export markets in agriculture.
Farmers need to implement "3 pioneers": Pioneering in escaping poverty and competing to get rich; Pioneering in building civilized farmers; Pioneering in green, sustainable production, digital transformation and especially responding to the digital education movement, building a digital economy, digital society, digital citizens.
The Prime Minister requested to continue perfecting institutions, mechanisms and policies to free up resources, using state resources as a "prey" to lead and activate all social resources, calling for solidarity and cooperation of all people and businesses, promoting public-private cooperation; human resource training; infrastructure investment.
The implementation of programs and movements must be lively, substantial, what has been said is done, committed to be implemented, effective, and the results can be qualified. Overcoming the shortcomings and limitations in the past, having tools to prevent corruption, negativity, and waste in the implementation process.
Organize implementation effectively, ensuring the real enjoyment of the people, not just chasing achievements.
The Prime Minister requested the Ministry of Agriculture and Environment to preside over and coordinate with relevant agencies to urgently complete the Summary Report of the National Target Program on New Rural Development and the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 before July 15, 2025, and report to competent authorities according to regulations.
Research and develop a draft set of national criteria for new rural areas at all levels, ensuring adequate legal basis and resources for implementation, in accordance with the coming period.
Report on the proposed investment policy for the program for the period 2026-2035 in the direction of integrating 2 national target programs for new rural construction and the national target program for sustainable poverty reduction into 1 national target program for the period 2026-2035 to submit to the Government for comments in July 2025 before reporting and submitting to the National Assembly at the October 2025 session.
