Mrs. T's family is living stably and has built a house on that piece of land. Currently, the family only has a record of land handover on site signed by the commune government, representatives of the District Traffic and Construction Department, the old District Judgment Enforcement Department, the Commune People's Committee, and the village chief; other documents have been lost due to a long time.
Ms. T asked, how and under what conditions should her family be granted a red book?
Her family went to the inter-ward Public Administration Center to ask for procedures and received a request to have a series of documents to prove it, which the family did not have.

The granting of a First Certificate to a household or individual using land with documents on land use rights as prescribed in Article 137 of the Land Law, without documents on land use rights as prescribed in Article 138 of the Land Law, violating the land law as prescribed in Article 139 of the Land Law, is a case of land allocation without proper authority as prescribed in Article 140 of the Land Law.
