On the morning of November 18, the Vietnam Fatherland Front Committee of Hanoi City held the 18th Congress of Vietnam Fatherland Front of Hanoi City for the 2025-2030 term.
Speaking at the Congress, Mr. Nguyen Duy Ngoc - Politburo member, Secretary of the Hanoi Party Committee said that throughout the process of building and defending the country, great national unity has always been an unparalleled source of strength to help the Vietnamese people overcome all challenges and go from one victory to another. President Ho Chi Minh's ideology of "Solidarity, unity, great unity - Success, success, great success" continues to be the guideline for all victories of the Vietnamese revolution, including the development of the capital Hanoi.
Imbued with that ideology, the Hanoi Party Committee always considers consolidating and promoting the strength of national unity as a strategic task. In the past term, despite facing many unprecedented difficulties and challenges such as the COVID-19 pandemic, international economic and political fluctuations, disruptions in the global and domestic supply chains and implementing strong decisions on streamlining the apparatus, building a two-level urban government, the Party Committee, government and people of the Capital have raised their will, solidarity, and effectively implemented the Resolution of the 13th National Party Congress and the Resolution of the 17th National Party Congress of the City, achieving many outstanding achievements.
In the general picture of the City, the City Fatherland Front plays the role of "the heart of the great national unity bloc", a bridge between the Party, government and people. The City Fatherland Front has closely followed the direction of the Central and City Party Committee, successfully completing the goals of the Resolution of the 18th City Fatherland Front Congress (2024-2029).
The City Fatherland Front has done a good job of propagating and mobilizing the people to implement the Party's guidelines and policies and the State's policies; successfully organized many socio-political events; promoted the role of intellectuals, people, religious dignitaries, and prestigious people in strengthening the great national unity bloc; effectively implemented ethnic and religious work, exploited the cultural and ethical values of religions in the process of building the Capital.
The Vietnam Fatherland Front at all levels has done a good job of supervision and social criticism; contributed to giving comments on draft Party Congress documents and many legal documents; played a good role in representing and protecting the legitimate and legal rights of the People; advised on organizing meetings and dialogues between the heads of Party committees, authorities and the Fatherland Front and the People.
In addition, promoting the spirit of "Hanoi for the whole country, with the whole country", the City Fatherland Front did a good job of relief and social security; mobilizing large resources to support people in disaster and epidemic areas; effectively implementing many emulation movements and major campaigns such as "All people unite to build new rural areas, civilized urban areas", "Vietnamese people prioritize using Vietnamese goods", or supporting the Fund for the Poor, For Vietnamese Sea and Islands... to create a strong influence in society.
Along with that, the organization of the Front from the City to the grassroots level has been streamlined, effectively, in line with the new two-level government model; the training of cadres has been focused on; the Front's activities have been renovated towards being closer to the people, closer to the grassroots level, promoting its role as a representative organization of the People.
To contribute to the successful implementation of the goal of building a "moderate" - " peaceful" and prosperous cultural capital, the Secretary of the City Party Committee suggested a number of key tasks for the Vietnam Fatherland Front Congress to discuss and resolve:
First, continue to ensure the comprehensive leadership of the Party over the Vietnam Fatherland Front; expand and strengthen the great national unity bloc; strengthen social consensus; mobilize the people to participate in implementing the policies and guidelines of the Party and the State; turn the strength of great solidarity into a "soft power" in developing the Capital.
The Front must focus on the grassroots, taking residential areas as the focus of activities; mobilizing people to participate in patriotic emulation movements, key projects; discovering and replicating good models and good practices; promoting social security and humanitarian programs in a practical and effective manner.
Promoting the role of the Vietnam Fatherland Front in the election of the 16th National Assembly and the election of People's Councils at all levels for the 2026-2031 term, ensuring the selection of worthy delegates, representing the will and aspirations of the People of the Capital.
Improve the quality of supervision and social criticism; institutionalize the process of "People know - discuss - do - inspect - supervise - benefit"; deploy a set of criteria "3 public - "3 supervise"; strengthen dialogue between the government and the people; work with Party committees and authorities to resolve pressing issues of the people and businesses.
Strongly promote digital transformation in the Front system; build a "Capital Digital Front" platform; improve digital capacity for cadres; innovate methods of operation based on data and real time; spread patriotism, aspiration to contribute and good values in the community.
The Secretary of the Hanoi Party Committee emphasized that the Vietnam Fatherland Front must be the core to promote the people's mastery; effectively implement the regulations of coordination with Party committees and authorities, especially in the two-level government model; build a modern, flexible and close-to-the-people Front image.
Along with that, it is necessary to focus on building a team of front cadres of the new era "6 dares"; promoting the role of Councils, Departments, and Consulting Groups; mobilizing the intelligence of intellectuals, artists and overseas Vietnamese in the cause of building and developing the capital.
At the congress, Ms. Nguyen Thi Thu Ha - Member of the Party Central Committee, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front and leaders of the Central Committee of the Vietnam Fatherland Front presented a commemorative photo to the Congress.
The Vietnam Fatherland Front Committee of Hanoi City, term XVIII, 2025 - 2030, consists of 126 members. Ms. Bui Huyen Mai - Member of the Standing Committee of the City Party Committee to hold the position of Chairwoman of the Vietnam Fatherland Front Committee of Hanoi City for the 2025-2030 term.
