In which, the Ministry of Construction has a Report summarizing the implementation of the 2023 Housing Law, which states that the National Housing Development Strategy for the period 2021 - 2030, vision to 2045 sets out a number of basic goals such as: By 2025, the average housing area per capita nationwide strives to reach about 27 m2 of floor space/person (in urban areas reaching 28 m2 of floor space/person and in rural areas reaching 26 m2 of floor space/person), by 2030, the average housing area per capita nationwide strives to reach about 30 m2 of floor space/person (in urban areas reaching 32 m2 of floor space/person and in rural areas reaching 28 m2 of floor space/person).
After 05 years of implementation, the target for housing development in the National Housing Development Strategy has been achieved and exceeded the set target, specifically:
According to incomplete statistics from localities, by 2025, the average housing area per capita nationwide will reach 30 m2 of floor space/person (reaching 111% of the target), of which the average housing area per capita in urban areas will reach 31.5 m2 of floor space/person (reaching 112.5% of the target) and in rural areas will reach 28.7 m2 of floor space/person (reaching 110% of the target).
The implementation of orientations and solutions of the National Housing Development Strategy for the period 2021-2030 has contributed to planning goals for the development of diverse housing types, creating conditions for the real estate and housing markets to develop more strongly, improving supply capacity, and serving most of people's housing needs.
Many types of housing associated with people's needs have been interested in development such as: social housing, worker dormitories in industrial parks, housing for the people's armed forces.
To date, the whole country has basically completed the goal of eliminating temporary and dilapidated houses (eliminating 334,234 temporary and dilapidated houses with a total cost of nearly 50,000 billion VND).
Since the time the 2023 Housing Law took effect until now (about 1.5 years), about 100,819 social housing units have been completed, corresponding to about 5 million m2 of floor space.
In addition, the Ministry of Construction also said that regarding social housing development, the results implemented in the first 2 months of 2026 nationwide are as follows:
3 projects with 544 units have been completed, including: Hai Phong city (01 project, 519 units), Ca Mau province (02 projects, 25 units); 28 projects with a scale of 20,964 units have been started.
It can be said that right in the first days of 2026, many localities have focused on deploying and starting new projects to implement the targets assigned by the Government, in which, some localities have a large number of projects and apartments started such as: Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Thai Nguyen, Hung Yen, Bac Ninh, Khanh Hoa, Dong Nai" - the report of the Ministry of Construction said.
