Talking to Lao Dong Newspaper, Ms. N.X (Hanoi) said that the process of carrying out procedures related to her family's red book took many days, accompanied by many inconveniences, from online booking to waiting at the reception department.
According to Ms. X., to start the process, people must place the serial number on the iHanoi application at least one day in advance. "If I kept it close to the date, it would be almost out of stock," she said.
When scheduled, people must be present at the Land Registration Office 1-2 hours earlier to digitize their documents. All paper documents must be scan and downloaded to the public service system.
"Many people have never used a scanner, making the operation confusing, while each use takes a lot of time, causing long lines of people to wait," said Ms. X.
After completing the digitalization, people continue to wait for names to submit documents. However, according to Ms. X., this is not the time to say goodbye, because when receiving an appointment letter for the return date, for example, on December 10, people need to add about 5 working days to go to the tax office to get a notice of financial obligations.
At the tax department, people also have to queue for 1-2 hours, and it can take half a day during peak times. Not to mention, there are many cases where the return turn has not been announced, or has not been able to be done in time and is scheduled to return the next day. Many people have to travel 2-3 times to receive tax notices.


After receiving the notification, people went to the bank to pay the money and took a receipt confirming that they had fulfilled their tax obligations. Although not as crowded as at the one-stop department, these stages still have to wait in line.
Next, continue to place the number on iHanoi to submit the tax certificate back to the Land Registration Office. When completed, people will be granted an appointment to receive the book.
However, according to Ms. X., immediately after submitting the tax documents, you must go to iHanoi to deposit the book receipt number in advance, usually about 7 days earlier than the appointment date.
"For example, the book return appointment is December 10, but the actual number should be for December 17-18. If it was December 10 and I received it, I would probably not have a book yet, because the software printed the payment deadline itself, but in reality it was almost difficult to meet the deadline," said Ms. X.
A recent voter also reported to the Hanoi City Electronic Information Portal about many difficulties in carrying out procedures for plots of land that have been granted a Land Use Rights Certificate (red book) since 2004, 2007. The reason is that previously, the issuance of books was mainly based on a 2003 survey map, and field measurements had not been taken.
When implementing according to the provisions of the 2024 Land Law, people must register changes, correct changes, cancel certificates...
However, many cases reported that they were not clearly instructed by the staff, even causing inconvenience; while if they hired a service, their applications were processed quickly. Voters requested the City People's Committee to rectify and ensure proper handling of procedures for plots of land with changes.
Regarding the reflection on difficulties in the process of issuing red books, the Hanoi People's Committee has issued a written response to the people.
According to the Hanoi People's Committee, before and after the two-level local government model came into operation, the Government, the Ministry of Agriculture and Environment and the city issued many documents guiding, decentralizing, decentralizing and announcing the list of administrative procedures in the land sector.
The Hanoi People's Committee affirmed that after the arrangement of administrative units, it is not mandatory to simultaneously revise the issued red books; the revisions are only carried out when the land user or owner of property attached to the land has a need, or are carried out at the same time as another administrative procedure on land.
The contents of changing land plot information (flap number, plot number, address) on the red book are implemented according to regulations; in case the Certificate no longer has a trong line to record changes, a new one will be issued to display full information.
Regarding discipline and administrative discipline, the Standing Committee of the Hanoi Party Committee issued Directive No. 24-CT/TU dated August 7, 2023 on "Strengthening discipline, discipline and responsibility for handling work in the political system of Hanoi city".
The City People's Committee has also issued many documents directing and implementing Directive 24-CT/TU. Therefore, cadres, civil servants, public employees, and workers who violate the procedures will be handled according to regulations.
