The Ministry of Finance has just issued Official Letter No. 8400/BTC-QLCS dated June 14, 2025, requesting ministries and central agencies to complete the reorganization of the apparatus according to the new administrative model and conduct a review and rearrangement of public assets, headquarters, and facilities.
Central agencies need to clearly identify the need to use public assets according to the new organizational model and develop a handling plan for surplus or no longer needed houses and land. The handling must comply with legal regulations, ministries and branches must be responsible if they allow surplus assets to exist without developing specific plans and plans.
At the same time, agencies are required to closely coordinate with localities in the process of handling and rearranging public assets, ensuring efficiency, savings and suitability to practice. In case there is an agreement to exchange and relocate the working headquarters to suit the two-level local government model, it can be handed over and accepted for use immediately, but the transfer procedures must be completed within 30 days.
Before June 20, 2025, ministries and branches must notify localities of the current status of surplus houses and land, even in cases of partial surplus, which can be shared with other units for common use. At the same time, clearly announce the receipt needs of the locality for the Ministry of Finance to synthesize and report.
In addition to real estate assets, units also need to compile statistics and review cars and other assets that are still usable but no longer in need of use, and send them to the Ministry of Finance for transfer to units and localities in need.
Notably, the Ministry of Finance requires strict implementation of the weekly reporting regime, sending to the email address: ledanhphuong@mof.gov.vn before 12:00 every Friday for monitoring and reporting to competent authorities.
For the ministries managing the field, the Ministry of Health and the Ministry of Culture, Sports and Tourism need to soon issue instructions on area standards for medical facilities, cultural and sports institutions at the facility. This is the basis for localities to review and arrange assets according to the Prime Minister's Official Dispatch No. 80/CD-TTg.
The Ministry of Agriculture and Rural Development, the Ministry of Natural Resources and Environment, and the Ministry of Construction are assigned instructions on rearranging public service units such as Project Management Boards and land fund development organizations; at the same time, issue instructions on adjusting land use planning and construction planning for handling public assets.
In particular, the state management ministries of essential public services managed by the district level such as waste collection, urban infrastructure, trees, etc. must promptly issue instructions on transferring tasks after the district level ends its operation. This is the basis for handling corresponding assets at the provincial and commune levels in the next phase.
