Reasonable rental housing helps reduce housing price pressure in big cities

According to experts, it is necessary to soon complete mechanisms and policies for the rental housing market to develop sustainably, meeting the increasing needs of people.

At the meeting to review work in May and deploy key tasks in June 2026, the Ministry of Construction said it is reviewing, amending, and supplementing policies in the direction of strongly shifting thinking about housing, in which rental housing is identified as a strategic segment.

To ensure the development of rental housing close to actual needs, the Ministry of Construction has advised on organizing reviews and assessments of needs nationwide by target group, each area and each development stage. This is the basis for determining development goals and targets and allocating resources appropriately, limiting supply-demand imbalances in the market.

Dr. Nguyen Van Khoi - Chairman of the Vietnam Real Estate Association (VNREA) said that developing a reasonable rental housing market is not only a housing story but also a matter of national competitiveness, social security and modern urban structure.

He said that in many developed countries, rental housing accounts for a very large proportion in the housing market structure. Meanwhile, in Vietnam, the psychology of owning a house is still very popular, but current house prices are exceeding the affordability of many people, especially in large cities.

If we do not strongly develop affordable rental housing, it will be very difficult to solve the problem of housing for workers, difficult to attract quality human resources" - said the Chairman of VNREA.

Dr. Nguyen Van Khoi proposed that it is necessary to soon form a system of mechanisms and policies strong enough to encourage businesses to invest in this segment, such as land, credit, tax and investment procedures incentives; developing long-term rental housing investment funds; encouraging public-private partnership models; attracting foreign businesses to participate in investment and operation management.

In addition, it is necessary to synchronously develop public transport infrastructure to expand urban space and reduce housing costs; and at the same time have direct support mechanisms for tenants, especially low-income people, workers and young people. He also said that it is necessary to change social thinking about housing, form a professional, stable and civilized rental culture like many developed countries in the world.

Commenting on this issue, the Vietnam Real Estate Market Evaluation Research Institute (VARS IRE) believes that it is necessary to build a separate legal corridor for the rental market to protect the rights of tenants. Currently, tenants are always in a weak position when facing the risk of sudden price increases, unexpected contract termination or unsecured living conditions. Therefore, it is necessary to gradually form the Rent Law with specific regulations on rental contracts, price increase margins, quality standards for rental houses and responsibilities of owners.

In addition to the leading role of the State, businesses should also be encouraged to participate in housing development for workers and laborers. Enterprises that use a lot of labor need to be supported in terms of taxes, infrastructure and financial mechanisms when investing in building rental housing to serve their workers.

The world trend shows that a sustainably developed real estate market is a market with full choices suitable for each need and affordability of people. People with financial conditions are fully entitled to choose commercial housing products that meet their needs; low-income people can easily access rental housing at reasonable costs. That is also the foundation for the Vietnamese real estate market to enter a new stage of development: more efficient, more humane and more sustainable.
