In the context of socio-economic development of Son La province along with the urbanization process, especially after implementing the arrangement of administrative units and the 2-level local government model, the need for housing is increasingly urgent. In particular, social housing is becoming an urgent issue.
The People's Committee of Son La province has approved the Housing Development Program of Son La province until 2030, in which the target for social housing development by 2025 is 1,680 units with a total construction floor area of about 95,240m2. Of which, the 2026 - 2030 period is 2,991 apartments with a total construction floor area of about 170,140m2.
The People's Committee of Son La province has arranged land funds for social housing development in the area such as, the Lay village area and group 5, Chieng Sinh ward with a scale of 6.54ha and Chieng Ngan commune area (now Chieng Sinh ward), with a scale of about 17.2ha), land funds expected to develop social housing for workers in Mai Son industrial park, about 2.66ha and Van Ho industrial park, about 2.86ha.
However, up to now, there have been no social housing projects implemented in Son La province.
Speaking to Lao Dong Newspaper, Mr. Pham Tai Anh - Head of the Department of Planning, Architecture and Urban Development (under the Department of Construction) of Son La province said that in the past, Son La province has made many efforts in developing social housing, however, the implementation of social housing projects in Son La province still faces many difficulties.
The projects have been approved but there are no investors interested in or investing in social housing development, leading to not meeting the needs of policy beneficiaries such as low-income people, workers, cadres, civil servants, public employees, and the people's armed forces in the area.
According to Mr. Anh, the Government has recently issued Decree No. 192/2025/ND-CP dated July 1, 2025, detailing a number of articles and measures to implement Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development. This will open up preferential mechanisms on credit, tax, or other forms of financial support, helping to attract private investors to participate in the social housing sector in Son La.
In addition, simplifying administrative procedures can help shorten the time for appraisal, project approval, construction licensing, etc., helping to speed up the implementation progress and reduce costs for investors.
"Thanks to the detailed and flexible regulations from Decree 192/2025/ND-CP of the Government, Son La will have enough tools and legal basis to overcome specific difficulties, ensure the goal of developing social housing, and contribute to improving the quality of life for local people" - Mr. Anh affirmed.
