Mr. La Van Long (character's name has been changed) said that before the merger, he held the position of Secretary of the Youth Union, concurrently holding the position of Land - Construction Civil Servant of the town.
He is entitled to a concurrent allowance equal to 50% of the salary level 1 of the concurrent position, along with the allowance for unit commanders (deputy politicians) and the allowance for Party Committee members.
After the merger, he took on the position of Deputy Head of the Commune Party Committee's Party Committee Construction Committee (not participating in the new Party Committee) and wondered whether he would continue to receive these allowances.

Clause 4, Article 11 of Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the National Assembly Standing Committee on the arrangement of administrative units in 2025 stipulates: " Maintain the current regime, salary policy and position allowances (if any) of cadres, civil servants and public employees affected by the arrangement of administrative units who are still cadres, civil servants and public employees at agencies and organizations in the political system for 6 months from the date of the work arrangement document. After this time, implement the regime, policies and position allowances according to the provisions of law".
Accordingly, the Steering Committee for the implementation of the arrangement and reorganization of administrative units at all levels and the development of a model of the organization of local government at both levels of the Government issued Official Dispatches: No. 03/CV-BCD dated April 15, 2025, No. 11/CV-BCD dated June 4, 2025 and No. 16/CV-BCD dated August 9, 2025 guiding the implementation (reservation or continued enjoyment) of allowances for cadres, civil servants and public employees when implementing the arrangement of local government at both levels from July 1, 2025.
The organization and implementation of policies for cadres, civil servants and public employees in Lam Dong province is under the authority of the Provincial People's Committee.
