Publicly disclose legal documents to people for supervision
The citizen reception on September 25 was chaired by Mr. Nguyen Van Minh - Chairman of Nam Nha Trang Ward People's Committee.
Here, Mr. Nguyen Van Minh affirmed that the Khanh Hoa Provincial Police Headquarters Project and the Mixed-use Urban Area Project are two separate projects with separated land boundaries.
The land recovery to implement the Khanh Hoa Provincial Police Department Headquarters Project is for national defense, security, socio-economic development for national interests, in accordance with the provisions of Articles 78, 79, 80 of the 2024 Land Law.
The People's Committee of Nam Nha Trang Ward fully acknowledged the opinions of the affected household group, and at the same time requested the Nha Trang Land Fund Development Center to temporarily suspend the mandatory counting and urgently provide records (except confidential documents) to the people.
The dossier includes: Information on planning projects, legal basis of the project, explanation of compensation - support processes and procedures, information on criteria, conditions and resettlement land fund.
The ward also assigned the Department of Economy, Infrastructure and Urban Areas to review the process and consulting work on determining specific land prices, ensuring market principles, publicity, transparency, and focusing on collecting people's opinions when developing land prices for the project.
Project implementation context
The headquarters of Khanh Hoa Provincial Police is currently located at 80 Tran Phu, Nha Trang, built since the 1990s (some items date back to 1975).
After nearly 30 years of use, the facility has seriously degraded, become cramped, dispersed, and does not meet the working needs of the police force when the payroll has increased many times.
In March 2025, the People's Committee of Khanh Hoa province submitted a document to the Provincial People's Council on the allocation of local budget capital for the project.
Previously, in 2023, the Ministry of Public Security agreed with the province's proposal and submitted it to the Prime Minister for approval of the National Defense Land Use Plan for the period 2021 - 2030, with a vision to 2050.
Accordingly, the land plot at 80 Tran Phu was removed from the security land planning; at the same time, a new security land fund was added at the Khanh Hoa Provincial Administrative Center (old Vinh Thai commune, Nha Trang - now Nam Nha Trang ward).
Khanh Hoa Provincial People's Committee determined that the investment in building a new headquarters is urgent and urgent. The project has a total investment of 986 billion VND, with the following scale: Central working area of 5 hectares, Working and receiving area of 3 hectares,
Ensure synchronous infrastructure, meeting the work and living needs of about 1,141 officers and soldiers. The implementation period is from 2025 to 2027.
After the new headquarters is completed, the land at 80 Tran Phu will be handed over to the locality for management, serving socio-economic development.
