The goal is to complete 5,573 social housing units by 2030.
The social housing development program for workers and low-income earners in Ninh Binh province until 2030, with a vision to 2045, has been approved with a total of 5,573 units. Of which, the target for the 2021-2025 period is to build 2,887 units; for the 2026-2030 period, to build 2,686 units.
In addition, implementing the project "Investing in building at least 1 million social housing units for low-income people and industrial park workers in the period of 2021-2030", Ninh Binh province was assigned a target of 3,100 units.
To implement the program, Ninh Binh province has planned and has a policy to invest in and build 5 social housing projects for low-income people and industrial park workers, of which 3 projects are being implemented but the progress has only stopped at the stage of site clearance and calling for investors.
The social housing project for low-income people in Ninh Phong ward (Ninh Binh city) has a scale of 13,460m2 with 335 apartments for low-income people. The project has been under construction since 2020 and is expected to be completed and put into use in 2023. However, to date, it has not yet attracted investors and is still just an empty lot.
Meanwhile, the Gian Khau Industrial Park Workers' Housing and Service Project (in Gia Tan and Gia Tran communes, Gia Vien district) has a scale of 40,000m2 with 2,018 social housing apartments and 94 social housing townhouses, which has been deployed since 2017 but has not yet attracted investors.
No project is eligible for the 120,000 billion VND loan package yet.
Mr. Pham Quang Ngoc - Chairman of Ninh Binh Provincial People's Committee - said that the list of social housing projects in Ninh Binh province has been announced according to the provisions of Resolution No. 33/NQ-CP dated March 11, 2023 of the Government and Official Dispatch No. 1551/BXD-QLN dated April 20, 2023 of the Ministry of Construction guiding on determining the list of projects, subjects, conditions, and criteria for preferential loans for social housing development, workers' housing, and renovation and reconstruction of apartment buildings.
According to Mr. Ngoc, up to now, in Ninh Binh province, there has not been any project that meets the criteria for preferential loans for the development of social housing, workers' housing, renovation and reconstruction of apartment buildings according to the provisions of Resolution No. 33/NQ-CP dated March 11, 2023 of the Government and Official Dispatch No. 1551/BXD-QLN dated April 20, 2023 of the Ministry of Construction.
To speed up the implementation of social housing projects in the area, in the immediate future, the People's Committee of Ninh Binh province has assigned relevant units to study solutions to speed up the implementation of planned social housing projects as well as projects that Ninh Binh province has approved and has investment policy decisions.
“The People's Committee of Ninh Binh province is focusing on directing relevant units to review, resolve, and remove difficulties and obstacles to promptly hand over land to implement social housing projects that have investors so that Ninh Binh can complete the set target of the number of housing apartments,” said Chairman of the People's Committee of Ninh Binh province Pham Quang Ngoc.
