On August 20, the Land Fund Development Center of Quang Tri province confirmed that the unit is looking for investors interested in 16 redundant houses and land after arrangement in Dong Ha and Nam Dong Ha wards.
These facilities are temporarily exploited under the special mechanism in Resolution 31, in order to avoid the situation of vacant and degraded headquarters, causing waste of public assets. The lease term is implemented in 5-year phases, with a total maximum term of 10 years and may be extended according to regulations.
Investors are basically renovated works suitable for exploitation function but main structures are not broken. When the State recovers, investors are not compensated for the invested assets. There are 16 land and house facilities with a total land area of more than 34,912m2, the total remaining value of assets is more than 696 billion VND.
The most notable is the old Provincial Party Committee headquarters at No. 30 Hung Vuong, Dong Ha ward, located on a land area of 12,086m2, with a remaining asset value of nearly 435 billion VND. The project includes the Provincial Party Committee hall, a 3-story storage office building, a 5-story block of Party committees, an information technology building and a working block of the Inspection Committee. According to records, the current projects basically meet the requirements for use. In the long term, this facility is oriented to be a shared headquarters.
Another notable land area is the headquarters of the State Bank of Vietnam branch in area 8 at 47 Hung Vuong, with an area of 3,170m2, with a remaining value of nearly 66 billion VND. The facility includes a 3-story office building cum warehouse, a credit fund management room, a seal warehouse, a car garage and a storage warehouse. The project has been in use since 1994, many items have deteriorated and been damaged, and some are no longer usable. The long-term handling plan is identified as converting to commercial and service land.
In addition to the two land plots above, the list also includes the public headquarters of the Department of Health, the Provincial Museum, the Literature and Arts Association, the Provincial Land Registration Office and many other facilities in the central area of Dong Ha.
Mr. Ho Cong Minh - Deputy Director of Quang Tri Provincial Land Fund Development Center said that leasing is only an exploitation solution while waiting for a long-term handling plan according to the plan.
