Reducing the time to issue red books to people, from 23 days to 20 days
The Ministry of Agriculture and Environment has just held a training conference to disseminate legal regulations on decentralization, delegation, and division of authority in the fields of agriculture and environment.
At the conference, representatives of Hai Phong city asked questions related to the land sector: Regarding the time for implementing land registration, assets attached to land, and issuance of first-time land use right certificates (red books) to households and individuals. Hai Phong believes that within 20 days, the People's Committees at the commune level must carry out many related procedures, so it is difficult to ensure the prescribed time.

Responding to this content, Ms. Pham Thi Thinh - Head of the Department of Land Measurement and Registration (Department of Land Management, Ministry of Agriculture and Environment) - said that regarding the time to carry out registration procedures and issue red books for the first time to households and individuals, previously when implementing the 3-level local government model (with district level), the processing time was 23 days because the dossier had to be submitted to the district level for inspection.
However, currently with the 2-level government model, there is no longer a district level, so there is no longer a process to submit documents to this level. The 3-day cut is completely reasonable, in line with the spirit of administrative procedure reform. Therefore, Ms. Thinh suggested that localities proactively arrange human resources and improve internal processes to ensure timely completion of procedures, creating convenience for people.
Clarifying regulations on applying land price lists after administrative unit arrangement
Regarding the proposal of Can Tho city and Thanh Hoa province on applying the land price list in the context of rearranging administrative units, Ms. Nguyen Thi Minh Phuong - Deputy Head of the Department of Economics and Land Fund Development (Department of Land Management) - said that the land price list issued by the provincial People's Committee according to the provisions of the 2013 Land Law is still effective according to Clause 1, Article 257 of the Land Law.
Accordingly, the current land price list is built according to district and commune-level administrative units, applicable until December 31, 2025. If necessary, the provincial People's Committee can decide to adjust the land price list according to the new regulations of the 2024 Land Law to suit the actual situation in the locality.
Ms. Phuong emphasized that the land price list is built according to specific areas and locations, the rearrangement of administrative units and the organization of a 2-level local government model is only a change in the name of administrative units, not a change in the location of the land plot. Therefore, if the land price in the area does not change, the land price list will remain the same.
According to Clause 2, Article 54 of the Law on Promulgation of Legal Documents in 2025, in case many administrative units are merged into a new administrative unit at the same level, the legal documents issued by the People's Council, People's Committee or Chairman of the People's Committee of the old unit will continue to be valid within the scope of that administrative unit. This effect will remain valid until the People's Council, People's Committee or Chairman of the People's Committee of the new administrative unit issues a replacement, adjustment or cancellation document.
Thus, the land price list of old administrative units will continue to be valid under management until there is an official adjustment. If necessary, the provincial People's Committee can adjust the names of routes, areas or the content of the land price list to suit actual land price fluctuations.
For localities that are developing a new land price list to be applied from January 1, 2026, in the context of switching to a 2-level government model, the provincial People's Committee of the new administrative unit is responsible for continuing to carry out the task of developing and promulgating the land price list according to the provisions of law.
